We have a person on duty every day in our common home. It can be one person or two - depending on how many people are living in the house.
The responsibilities of a person on duty.
1) The duty lasts a day - from 10 am to 10 am.
2) Ask people to go for a walk, so that you can start cleaning up. If someone didn't leave, they should help: the dishes have to be done, there should be no trash on the floor and people's stuff should be put in a way that it takes up less space.
3) You'll be given a phone with a number, which the new-comers will call. You are supposed to meet them in an agreed place and take them to the house. After that you must tell them the rules of the house and make sure that they register in the guest book. If the new-comers are unusual (alcoholics/smokers/stoners), you must tell them that this kind of behaviour as unacceptable in the house and in the city that we are staying in.
4) Both people on duty have to be in the house at 5 pm. Host the new-comers and start cooking dinner. It has to be ready from 7 to 9 pm, and there should be enough food for everyone who lives in the house and for possible new-comers. The food can be simple - soup, bread, vegetables, tea, the important thing is - there should be enough for everyone. When it's a Free Traveller's Academy (FTA) party day the dinner should be ready by 9 pm, as there will be tea before it, and there also has to be enough tea.
5) If someone's leaving and wants to make a contribution, the person on duty should accept it and write down the person's name in the contributions list, which should be given to the head of the house afterwards.
6) Before you go to bed you should find the next person on duty (or two), if the head of the house didn't do it for some reason. You need to give them your responsibilities and the phone which the new-comers call. The new-comers can't be on duty on their first day in the house, as they don't know the system yet.
7) If a problem occurs (the toilet is clogged/the electricity is out/something got broken etc.), you must try to fix it or ask the people in the house if there's a person who can fix it. If it can't be fixed, you must bring it up in the evening. It's the person on duty's responsibility to buy the new thing and replace the broken one, but if it's costly, everybody should pitch in.
8) The person on duty is not responsible for anyone's stuff. All the clothes, chargers, money or jewellery will be moved around the house in the cleaning-up process, so if you don't want to lose your things - undersign them and keep your stuff neat (in your rucksack, for example). The person on duty has a right to go through the stuff that isn't signed and put it into the unidentified pile.
IV. ABOUT THE HEAD OF THE HOUSE.
We have a head and his assistants in our house. Alexey Kuleshov is the head of the HFE in Astrakhan since 15.06.16 up to 12.09.16, and Alena Kuleshova is his first assistant. You must listen to them.
The head of HFE writes the rules, pays the rent, buys the first set of basic products for the house. The head accepts contributions for the house and hangs up the list of contributions and costs. The head of HFE chooses his assistants from experienced smart people, so you must obide their rules.
The head and his assistants have the right to drive away bad people who break the rules (especially people who drink alcohol or smoke pot), or hurry people who have been living in the house far too long and bother the others. If the tenants quarrel, they can discuss their disagreement with the head.
