Of the Russian Federation

The aim of the Federal Customs Service cooperation with international organizations is to upgrade the Russian Customs Service, as well as promote its interests in the world customs community. One of the significant results of its activity at the World Customs Organization (WCO) is its becoming in 2007 member of Policy Commission of the WCO which is responsible for key decisions of the Organization.

Russian FCS opens and develops customs relations with European customs administrations, communities, organizations, recognizing the importance of participation in the formation of collective economic and customs areas. Here another important question is the development of customs cooperation in harmonization and simplification of customs procedure, transit systems of Russian and the European Union compatibility, information sharing, customs infrastructure, consulting and staff training development.

Taking into account the task of forming Collective European economic area and the leading position of the EU in Russian internal turnover, the Russian FCS carried out harmonization of basic customs documents and customs transit procedures with the Commission of the European Communities.

The Russian FCS and the CEC continue close cooperation in the field of customs infrastructure on the common border development.

Within multidirectional foreign policy of the Russian Federation Asia-Pacific region is of an increasing importance, which is connected with Russia being part of this fast developing world region, interested in using its possibilities while implementing programs of economic development of Siberia and the Far East, and also with the necessity of strengthening of regional cooperation. This defines priorities of the Russian FCS customs cooperation in this region on bilateral basis as well as through regional integrated structures of Asia-Pacific region.

The Russian Federation cooperates with many far-abroad countries both on bilateral bases and multilateral basis.

Thus, there are the following agreements: Agreement between the Government of the Russian Federation and the Government of the Kingdom of Denmark on cooperation and bilateral aid in the customs affairs (1997), Agreement between the Government of the Russian Federation and the Government of India on cooperation and bilateral aid in the customs affairs (1997), the similar agreements between Russia and the State of Israel, between Russia and the Republic of Turkey, etc.

A number of bilateral cooperation agreements in terms of goods conveyance by different types of transport were concluded, particularly: Agreement between the Government of the Russian Federation and the Government of New Zealand about air traffic; the Government of the Federative Republic of Brazil about air traffic. Russia concluded bilateral agreements on goods conveyance by vehicle transport, for example: Agreement with the Government of the Republic of Bulgaria about international motor traffic. The same agreements were signed with the Governments of Czech Republic, Islamic Republic of Iran, the Republic of Macedonia and others.



Bilateral agreements were concluded by Russia with a number of other states on the issues of regulating the process of migration and refugees rights protection, for example, with Turkmenistan, Kyrgyzstan and Belarus.

Customs convention on ATA Carnet for temporary importation (1961) and Convention on temporary importation regulate questions of goods temporary importation and guarantee system of levying customs payments in case of breaching obligations regarding goods temporary importation.

Convention on harmonized system of description, classification and encoding of goods allowing ensuring comparability of information about imported and exported goods was taken as a basis for developing national goods nomenclatures.
