Lecture 6 The European Committee for Electrotechnical Standardization

Lecture plan:

1 The European Committee for Electrotechnical Standardization

2 Forms of Regional standards adopted by CENELEC

The European Committee for Electrotechnical Standardization ( CENELEC )

The goal - the development of standards for electrical products in conjunction with the EU and EFTA countries.

The main problem - the elimination of any technical differences between national standards of member countries between procedures of attestation of conformity of products with standards .

The main objects of standardization :

- Industrial and household equipment with a rated voltage of 50 to 1000 volts AC and 75-1500 V DC ;

- Medical electrical equipment;

- Electromagnetic compatibility , including radio interference

- Equipment for use in potentially explosive atmospheres

- Metrological provision of measuring instruments.

CENELEC established in 1971 . the union of two European institutions - the European Committee for the Coordination of electrical standards EFTA and of the European Committee for the Coordination of electrical standards - EU (then EEC) .

The members of the CENELEC - 17 European countries : Austria, Belgium, Britain, Denmark, Greece, Ireland, Italy , Luxembourg , Netherlands, Norway , Portugal , Finland , France , Germany, Switzerland , Sweden. All of them are national electrotechnical committees and are members of the IEC (except Luxembourg ) .

At the head of the organization - the General Assembly, in which the member states are the national standards bodies , and government agencies , as well as engage representatives from the EU and EFTA countries. The General Assembly elects the Governing Council, composed of delegations ( up to 5) from the national organizations of the countries - members. Bodies responsible for standardization, similar to those described for the SEP . CENELEC works closely with them .

The main purpose of CENELEC - the development of standards for electrical products in close cooperation with the EU and EFTA countries. CENELEC standards are considered essential tool for creating a single European market

The essence of the main directions of CENELEC is to eliminate any technical differences between national standards of member countries , between the procedures for certification of conformity of products with standards and avoid thereby technical barriers to trade in goods electrical industries.

When planning work on standardization in the field of new technologies , the requirements of the EU and EFTA , CEN experts involved and other organizations. So, if the decisions on the computer , and an invitation to participate governing bodies of the European Conference of Postal and Telecommunications .

In addition, the creation of the EU and EFTA CENELEC is developing European standards for certain types of electrical equipment, in which the European market is experiencing an urgent need , but they interfere with the free flow of technical barriers to both existing and potential , that may arise in the future.

Another activity - CENELEC harmonization of standards , led by Technical Board , specifically designed to address the recommendations and proposals of program committees . This work is necessary both to avoid duplication of the IEC, and for the timely implementation of international standards IEC (and their projects) as the base for the Euro- standards or adoption as regional . The same analysis is carried out with respect to other organizations in the region . If any international standard is chosen as the base, CENELEC offers all the national standards organizations to stop the development of standards in this area. As the national standard will be adopted by the European CENELEC , created on the basis of international . Such a procedure is provided for general internal rules of CEN \ CENELEC , is called the "Agreement on inaction ."

Regional standards adopted by CENELEC , can have three forms :

European Standard (EN ) - is a European standard with the agreed technical texts adopted by member countries as a national standard document . Regulations prohibit the organization while making any changes to the text of the standard. EN is published in the three official languages ( English, French, German) , is also allowed on the publication title page of a formal statement of indossamente2 . The numbering starts with Euronorm 50001 . At the national level, allowed the publication of EN in the language of the country with strict observance of the text and the lack of any deviations . These or other national characteristics of the standard conditions may be introduced into it in the form of information application.

Despite the similarities in the work of the technical bodies CEN and CENELEC , it is still necessary to emphasize the specificity of the Committee on the electronic components ( session), and program committees . Cess is assessing the quality of electronic components, which is a very specific area of activity . In this regard, the Committee has its own General Secretariat and reports directly to the General Assembly of CENELEC . A separate budget is generated from Cess made by Members .

Program committees report to the General Assembly during its sessions , their activities are not covered in the session and the Committee on the computer . They are required to keep a track of standardization efforts on all levels to the timely correction of CENELEC . To the same extent as the CEN , CENELEC is interested in accelerating the development and adoption of European standards . In this direction, some measures : the association of polling and voting stages , increased translation services, the acceptance of the decision on the participation of all CENELEC TC to review the IEC (including projects at the stage of preparation for publication) for a quick decision on their endorsement . All countries - members proposed to analyze the foundations of national standards , unparalleled in IEC to identify those suitable for use as a base for the development of standards CENELEC .

Information provision, as noted above, is based on the relevant EU directive in conjunction with the European Commission ( EC ) . The working group CEN \ CENELEC jointly with the European Commission established a procedure for the distribution of information , obliged to each committee - and each member of the CENELEC National Organization for Standardization - CEN member promptly to notify each other about their plans for Standardization, which is laid in a program of regional standardization. To organize your work in this field , a Committee of management of information technology, and to avoid duplication of participation in the development of the European Conference draws postal and telephone communications . The Committee is responsible for planning and deployment of technical tasks for the preparation of draft standards , scheduling of work and the preparation of proposals to accelerate the adoption of particular relevance standards.

In information technology , other than the Committee , there are two target groups of experts : the certification of information technology and consultancy needs for standardization in the field of production technologies.

Operates several joint working groups SAINT \ CENELEC : in systems of processing of confidential communications , local area networking, file transfer , the structure of administrative documents , etc.; European Working Group on Open Systems , which aims to achieve , the consent of all parties concerned in the main areas of European standardization . Technical papers in this group are for all international organizations and CEN \ CENELEC .

In addition to SEP \ CENELEC standardization in the region in the field of telecommunications has been the European Telecommunications Standards Institute .

Control questions:

  1. The main objectives , tasks , and objects of the European Committee for Standardization ( CEN),
  2. The main objectives , tasks , and objects of the European Committee for Electrotechnical Standardization ( CENELEC ),
  3. The main objectives , tasks , and objects of the European Committee for Standardization (ETSI ) .
  4. What are the similarities and differences between these organizations.
