MEASURES TO ELIMINATE INTERNATIONAL TERRORISM

 

The Security Council, reaffirming its previous resolutions and its relevant presidential statements

Reaffirming the principles and purposes of the Charter of the United Nations,

Reaffirming its respect for the sovereignty, territorial integrity, independence and unity of all States in accordance with purposes and principles of the United Nations Charter,

Reaffirming that terrorism in all its forms and manifestations continues to be one of the most serious threats to international peace and security and that any acts of terrorism are to be considered criminal and unjustifiable regardless of their motivations and principles, whenever and by whomsoever committed,

Determining that, by its violent methods and extremist ideology, its terrorist acts, its continued gross systematic and widespread attacks directed against civilians, abuses of human rights and violations of international humanitarian law, also its control over significant parts and natural resources across Iraq and Syria and its activity aimed at the civil population, especially children and poor people, constitutes a global and unprecedented threat to international peace and security,

Recalling that individuals, who support and take part perpetrating of terrorism, also constitute a threat to international peace and security,

Determined to contend by all means this unprecedented threat to international peace and security,

 

Reaffirming that Member States must ensure that any measures taken to combat terrorism are introduced according to all the aspects of international law,

Reiterating that the situation will continue to deteriorate in the absence of a global unified political solution to the Syria conflict and focusing on the need to implement all the aspects named below to eliminate terrorism,

1. Unequivocally condemns the actions perpetrated by ISIL, namely terroristic attacks, which took place on 26 June 2015 in Sousse, on 10 October 2015 in Ankara, on 31 October 2015 over Sinaï, on 12 November 2015 in Beirut and on 13 November 2015 in Paris, and all other attacks perpetrated by ISIL, which also involved the violation of human rights, international law and public safety,

2. Expresses its deepest sympathy and condolences to the victims of terroristic attacks and their families and also to the Governments of Tunisia, Turkey, Russian Federation, Lebanon and France, and to all Governments whose citizens have suffered as a result of terroristic actions,

3. Reaffirms that those responsible for committing or otherwise responsible for terrorist acts, violations of international humanitarian law or violations or abuses of human rights must be held accountable for their actions,

4. Calls upon all the Member States that have the capacity to take actions against terrorism, to direct all their forces on the problem of terrorism,



5. UrgesMember States to strengthen the border security of their countries,

6. Advises all Member States to carefully monitor sites and accounts, aimed at spread of terrorism and recruitment of people,

7. Recalls Member States to carefully check information on people, who ask for being granted asylum, in order for the status of ‘refugee’ not to be used for the purpose of spreading, perpetrating or financing terrorism,

8. Encourages all Member States to limit the procurement of weapons,

9. Urges Member States to terminate oil and drugs trading conducted by the terroristic groups,

 

10. Invites all Member States to reaffirm the protection of human rights and the main freedoms while countering terrorism,

11. Suggests Member States to make their recommendations about the active social policy, particularly aimed at young people as they are the most vulnerable social group,

12. Urges all Member States to liquidate illegal military forces in each country,

13. Strongly advises Member States to enhance their positions concerning terrorism as soon as possible and also to intensify their efforts to stem the flow of foreign terrorist fighters to Iraq and Syria and urges all Member States to continue realizing all the above mentioned points of the resolution,

14. Decides to remain seized of the matter.
