The Kazakhstani Oil and Gas equipment plays an important role in development of natural resource clusters. For example, ?NIPINeftegas? tries to find all possible solutions for complex scientific and technical tasks in order to develop the oil and gas deposits in several geological conditions. One of the main features of ?NIPINeftegas? is an implementation of complex design problems of hydrocarbon production on land as well as at sea using the value and prospects of their scientific software fully. Other good example is ?MG Engineering?, which also has many projects on construction of oil and gas enterprise, tries to improve competitiveness through improvement of services provided such as engineering development and design, logistics and procurement, and management of oil and gas structures and enterprise construction. There are six main oil and gas companies such as ?KazMunayGaz?, ?LukOil?, ?Chevron?, ?Eni?, and ?CNPC? which are operating in certain projects helping for the current situation of the Kazakhstani economy. It is important to develop technology of refineries and petrochemical facilities within the country in order to improve the competitiveness of the company.
Textile
Cotton is privileged within the raw material base and Kazakhstani textile industry. As a result, the cotton-textile cluster is firstly developing in South Kazakhstan region. There are several new businesses that already invested in the modernization of existing and construction of new textile industries in South Kazakhstan. The design capacity is planning to reach almost 15 million square meters of fabrics annually. The use of cluster model is an important factor in development of the textile industry within Kazakhstani economy. It can be said that textile industry has a great potential for a successful development of the industry by giving the lower cost performance in production, proximity to raw materials and potential markets for products and transport infrastructure developed. Moreover, Kazakhstan has a good scale of the market opportunities for the development of the textile industry and individual sectors of cotton-textile industry in South Kazakhstan. The certain events will be conducted at the state level for the full creation and development of the cotton-textile cluster within this region.
Tourism
?Committee of the Tourism Industry? has determined five major clusters of cultural and historical tourism, which might attract tourists from different countries. First, there are certain monuments in Astana, which represents the history and nature of the State National Natural Park (SNNP) of ?Burabai?, ?Kokshetau?, ?Buiratau?, ?Karkaraly?, ?Bayanaul?. Second, archaeological landscapes of Tamgaly petroglyphs as well as SNNP ?Altyn-Emel? are the part of the Almaty cluster. Moreover, ?Charyn Canyon?, ?Kapchagay? reservoir, tourism center ?Jana Ile?, ?Eshkiolmes? petroglyphs and ?Talgar? ancient settlement reflect the Kazakhstani culture and try to attract foreign tourists by the beauty of the nature and richness of the history. Third, East Kazakhstan cluster includes attractions such as ?Bukhtarma? water reservoir, ?Irtysh? River (?Zhaisan? Lake), ?Caton-Karagaysky? SNNP, ?Markakol? Lake and ?Kalzhirsky? Canyon, ?Ridder-Anatai?, which play an important role in development of tourism. While, South Kazakhstan cluster is famous for its Turkestan mausoleum of ?Khoja Ahmed Yassaui?, archaeological sites and ancient town called ?Otrar? and ?Sauran?, which is also counted as an archaeological complex, ?Karatausky State Natural Reserve? with paleolithic sites and geomorphology, ?Aksu Zhabagly? Nature Reserve, ?Sairam-Ugamsky? State National Park and ?Baikonur? spaceport. The last but not least is West Kazakhstan cluster, which attract tourists by underground mosques of ?Becket-Ata?, ?Ata Shopan? and ?Karaman-Ata?, ?Omar? and ?Tour Mausoleum?, necropolis of ?Mangishla?, complex of monuments ?Bukey Horde?, ?Sherkala? mountain, ?Karagiye-Karakol? conservation area, ?Usturtsky? State Nature Reserve and ?Kenderli? resort.
Transport/logistics
Initially, the government relied on developing logistics as the main aspect of industry?s stimulation, which help to bring economic benefits. First, logistic service has to be stimulated in terms of operating and new enterprises. The cost for internal transportations at production supply with all necessary raw materials, delivery of finished goods to the customers as well as transportation on a long distance will be reduced. Additionally, the logistics stimulating attraction of transit through the Kazakhstani territory indicate the national expert services. Third, the logistics, which promotes activation of the investment processes, outer its effects during decision making process by foreign partners, which makes the decision ? making process, regarding the implementation of investment projects in Kazakhstan, much easier and beneficial. There is a company called ?TransLine?, which offer high quality and fast delivery of certain goods by road, rail and other types of transportation within the Kazakhstan, CIS as well as Europe. Athough, this company is operating in many regions within Kazakhstan; the main priority is made of on big cities such as Astana, Almaty, Aktobe, Karaganda and Pavlodar.
Evaluation of the Textile Cluster?s prospects
First of all, in order to properly evaluate and assess textile industry in Kazakhstan, some deep analysis of this particular industry should be conducted. To say, one of the best analyses for the proper measurement of prospects of a nation?s industry, and its competitive advantages in global competition, is the Porter?s Diamond Model.
Demand conditions
Textile industry is one of the main branches of economy in many countries and in Kazakhstan it has an important role. A source of raw materials of textile industry is cotton which is mainly associated with Southern Kazakhstan region. This region became essential for textile production already in Soviet Union. Kazakhstan produced about 85000 tons of cotton after independence, following 150000 tons in 2004 and 379000 tons in 2012.
Kazakhstan mainly benefits from such sectors as oil and gas, only 140000 ha annually are allocated to cotton cultivation. However, according to Kazakhstan Agency of statistics, in 2012 the production of textile industry comprised $ 291,7 million. The main source of such number is a production of cotton yarn, outerwear, knitted fabric, sweaters, and related products.
Textile and sewing industry of Kazakhstan satisfies only 10% of domestic demand, while for economic safety this percentage should be higher. The population of Kazakhstan mainly acquires goods produced in China, Russia, Turkey, Kyrgyzstan and others.
More than a half of textile goods, produced in Kazakhstan, are exported to other countries. These countries are shown at the graph below.
Looking particular at exported clothes, more than 73% of goods go to Russia, about 9% to France and about 4% to Ukraine and Kyrgyzstan each.
Summarizing the demand for textile in Kazakhstan, it should be said that this industry is not much developed in Kazakhstan, but according to strategy ?Kazakhstan-2050?, big efforts will be put to develop it and increase demand of population towards native goods and increase exports. Also it should be admitted that Kazakhstan`s cost of production is relatively low and it leads to significant demand on the world market.
