In November 2015, Ukraine became the third Eastern Partnership country to join Creative Europe, the European Union?s programme to support the cultural and creative sectors. Ukraine follows Georgia and Moldova, who joined Creative Europe in early 2015.
Creative Europe is a ?1.46 billion EU programme for the cultural and creative sectors for the years 2014-2020, which aims to:
1.safeguard, develop and promote European cultural and linguistic diversity and promote its heritage; and
2.strengthen the competitiveness of the European cultural and creative sectors, in particular of the audio-visual sector, with a view to promoting smart, sustainable and inclusive growth.
By being part of Creative Europe, the Ukrainian cultural community will be able to collaborate with partners from all over the EU and access funding for cultural cooperation projects, literary translation schemes, and cultural networks and platforms. The Ukrainian audio-visual sector will also benefit from funding for training, festivals, audience development and market access activities.
Ukraine?s joining of Creative Europe comes in the context of the EU?s cultural diplomacy goals to enrich and deepen the EU?s external relations.
An information point (?Creative Europe desk?) will be set up in Ukraine by the Ministry of Culture in 2016 to promote the programme and help answer applicants? questions about the application processes.
Collaboration Development Awards (Arts)
As part of its annual Arts Programme, the British Council wishes to support Ukraine?s participation in Creative Europe by offering small research / travel awards for UK or Ukraine-based cultural organisations to explore collaboration with each other and produce a joint application to the Creative Europe Programme.
We want to enhance Ukraine?s ability to access the new, significant funding opportunities available under Creative Europe, and support the development of stronger partnerships between cultural communities in both communities.
Awards of up to £2,400 are available to fund travel and living costs for two visits between UK and Ukrainian institutions. These may take the form of either two separate visits (in either direction) by individuals or two individuals on one visit.
The award is intended to enable applicants to meet a potential partner to explore, scope out, plan and produce a joint application to the Creative Europe Programme.
The awards will be paid out 100% in advance, and have been calculated on the basis of standard unit costs. We expect to fund five (5) such awards in 2016.
If a smaller number of visits take place than originally planned, the amount of the award will be reduced accordingly and the award-holder will be required to pay back any excess advance payment made by the British Council.
Applicants will not need to provide detailed receipts and other supporting documentation at the end of the funded activity, but will simply need to provide evidence that the associated visits have taken place as planned. Guidance on this will be provided.
Eligibility
This call is open to registered Ukrainian and UK cultural organisations and other relevant sectoral institutions (trade associations, creative enterprises) with an existing relationship which seek to develop a collaboration and an application to the Creative Europe programme. Applicants and their partners must be eligible to apply to the 2016 calls for Creative Europe.
Organisations in either country can apply, but one organisation must take responsibility for signing the award agreement with the British Council, for receiving and managing the funds, and for reporting on the award-funded activity and visits.
Awards given to Ukrainian organisations will be paid in dollars or euros. The organisations will need to have such bank accounts set up to receive the award.
Timetable
Applications can be submitted from 1 April ? 31 May 2016. The awards will be disbursed by 30 June 2016, and the funded activity should take place between 1 July - 30 September 2016.
Criteria for Selection
The selection of all awards will be based on the clarity and quality of the application in respect of the following criteria:
? The relevance and eligibility of the idea to be developed for Creative Europe funding;
? The rationale and focus of the proposed collaboration;
? The roles of each partner in the proposed collaboration;
? The benefits of the proposed collaboration for each of the partners.
