On international English language debate tournament «» within

Generalities

1.1. This Stature determines order of organization of international English language debate tournament «NARXOZ Debate Competition» within international week of «Building the bridges between countries within the intercultural space». The tournament is held on the basis of NEU (Narxoz University) with the support of Almaty Debate Center Community Trust.

1.2. The theme of tournament is «Discovering Central Asia through a debate».

1.3. Motions of the tournament – are open and available to the participants for inspection. Motions will be announced in 15 minutes before the start of corresponding round/semi-final/final.

1.4. Motions:

1) THW adopt share economy in Central Asian countries

2) THW refuse democratic principle of forming the government in favor for meritocratic ones during the period of crisis

3) THW suggest one country as the guiding example of optimal political economic model for the future development of Kazakhstan

4) SF: THBT creation of Eurasian Union is not justified.

5) F: THW refuse the multiculturalism policy

1.4.1. Statement «this house» indicates the use of parliamentary debate, which simulates dispute process in legislature.

1.4.2. Motions of the qualifying rounds are to be played according to the policy debate format. The teams have to explain their policy and present their cases in accordance to the motion as the legislative projects or resolutions describing: a problem within status QUO, its reasoning, a solution and arguments supporting this very solution.

1.5. There is a strong prohibition of consolidated preparations of teams during the tournament. In case of violation of this rule team will be disqualified.

1.6.1. Government team has priority right to use the room for preparation.

1.7. Schedule of the tournament

08:30 - 09:00 - opening of tournament, assembly of teams and briefing

09:00 - 09:30 - announcement of motion for the first round and preparation

09:30 - 10:30 - first qualifying round

10:30 - 10:45 - analysis and summarizing results of the first round

10:45 - 11:00 - announcement of motion for the second round and preparation

11:00 - 12:00 - second qualifying round

12:00 - 12:15 - analysis and summarizing results of the second round

12:15 - 13:15 - coffee-break (lunch)

13:15 - 13:30 - announcement of motion for the second round and preparation

13:30 - 14:30 - third qualifying round

14:30 - 14:45 - analysis and summarizing results of the third round

14:45 - 15:15 - announcement of motion for the semifinal round and preparation

15:15 - 16:15 – semi-final round

16:30 - 17:30 - final round

17:30 - 18:30 – awarding ceremony

Goals and objectives of the tournament

2.1. Debate tournament is aiming to achieve higher level of awareness and involvement of youth into public discussion on topic « Discovering Central Asia through a debate».

2.2. Objective of the tournament:

- familiarization with economic, political and cultural aspects of developing Kazakhstan;

- discussing and studying youth initiatives and their vision of Kazakhstan future development and her international relations within the given subject;

- increasing level of knowledge about Kazakhstan among foreign students.
