Rule 26. Sequence of amendments

1. After completion of the deadline for the submission of amendments to the presidium, the chair shall announce the beginning of the discussion of amendments.

2. Amendments shall be considered in the order from section a) to section f):

A) revision of a point - operative part (proposal to change a few words, add or delete words from one of the points of the operative part);

B) deletion of a point - operative part (proposal to remove one of the points of the operative part completely);

C) addition of a point - operative part (proposal to add a new point to the operative part);

D) revision of a point - preamble (similar to the operative part);

E) deletion of a point - preamble (similar to the operative part);

F) addition of a point - preamble (similar to the operative part);

3. In case two or more amendments refer to one or more sections, the amendments shall be considered in the order they have been made.

4. Grammar, spelling, syntax, and stylistic errors in the official draft resolution, which do not affect the meaning of the text, shall be corrected by the presidium without a vote.

5. The amendment shall be considered as follows. The chair shall read out the amendment and invite the delegates to vote for its adoption. An amendment shall be considered accepted if the majority of the total number of delegates (50% + 1 vote) votes for it.

Rule 27. Amendments to an amendment (second-degree amendments)

1. An amendment to an amendment is considered to be an offer, which only adds something to the amendment deletes something from it or changes its part.

2. An amendment to an amendment shall be made orally after the chair’s announcement of the main amendment. The delegate, who offers it, must state the proposal clearly, whereafter it shall be put to the vote after it being approved by the expert. An amendment to an amendment shall be considered accepted if the majority of the total number of delegates (50% + 1 vote) votes for it.

3. The application of an amendment to an amendment after the vote on the main amendment shall not be allowed.

4. When a few second-degree amendments to one amendment are made, such amendments shall be considered in the order they have been made.

5. Adoption of an amendment to an amendment does not imply the acceptance of the basic amendment, therefore, after the vote on the amendment to an amendment, the committee returns to the discussion of the amendment as a whole.

6. Third-degree amendments and amendments of higher degree shall not be allowed.

 

Rule 28. Adoption of the friendly amendment

1. In case the delegation which puts forward the original amendment agrees with the proposed amendment to an amendment, it may be adopted as a friendly amendment.

2. If a friendly amendment is adopted, the vote about it shall not be held and shall be brought to the original amendment. After that the committee shall return to the consideration of the initial amendment taking into account the changes. Otherwise, it shall be regarded under the standard procedure.
