1. The expert shall prepare a report to the agenda and participate in all the committee’s sessions.
2. The expert shall make a conclusion on the accordance of all draft resolutions and amendments to draft resolution with the requirements for accomplishing documents and complying with the norms of the international law as well as actual accuracy and justification of proposals and measures specified in draft resolutions and amendments issued.
3. Expert’s decision on the issues specified in the clause 2 of the Rule ¹12 may be appealed only by the Secretary-General.
4. The chair may address the expert at any time in order to get clarification on the issues relating to the committee’s agenda.
5. If information on the agenda is given inaccurately or data has factual errors and does not correspond to the reality, the expert has the right to ask the chair to give the floor to explain the situation with the chair not being able to appeal their request.
6. During debates, discussions on draft resolutions and amendments to the working draft resolution every delegate may ask for an expert’s clarification on the matters discussed, then the chair may decide to give floor to the expert or the expert may answer the delegate’s question in a written form.
7. The expert’s amendments to the approved draft resolution, relating to its implementation in accordance with verified statistical data and regulatory legal acts, are inviolable and cannot be changed or deleted by delegates and have no retroactive effect.
Rule ¹13. Powers of the committee’s secretary
1. The committee’s secretary shall perform their duties under the direct supervision of the chair. They shall receive, print and circulate documents, reports and resolutions, conduct the counting of votes at the request of the chair, conduct delegates’ diplomatic correspondence. At the request of the chair the secretary perform all the work that may be required for the good functioning of the committee.
2. The secretary shall have the freedom of movement in the session room or the hub’s territory while ensuring the functioning of the committee or fulfilling the chair’s requests. They shall also ensure data and documents exchange between the organization centre and the session room.
3. In critical situations and by the chair’s permission, the secretary fulfils the requests of the Coordinator responsible for ensuring the hub’s functioning.
Chapter IV. Procedure of the sessions
Rule 14. Minute of silent prayer or meditation
Immediately after the opening of the first plenary session of the committee the chair shall invite delegates to observe one minute of silence dedicated to prayer or meditation.
Rule 15. Roll call
1. Roll call of delegations shall be conducted in alphabetical order in the working languages of the committee at the beginning of each session in order to establish quorum.
2. During the roll call delegates shall raise a placard with the name of the country, region, organization or official they represent, and say "Present and voting." A delegate may not refrain from voting on any issues.
Rule 16. Quorum
The chair may declare a session open and permit the debate to proceed when at least two thirds or more delegates of the committee are present.
