The supplies should be delivered onboard properly packed by the supplier and checked by the security system of the Port.
All supplies must be checked outside of vessel wherever this is possible and allowable by the port Authorities.
In this case the responsible Officer will check the seals and the packing of the supplies making sure that they are intact. If they are O.K. the supplies will be boarded for detailed checking as per relevant procedure SP-10 and the security level in force. Otherwise the suspicious parcel will remain ashore and the SSO will be advised immediately.
3.4 Handling breaches of Security and Security Emergencies
3.4.1 General
The crew must be well prepared in order to implement successfully the SSP and handle Security Emergencies with the minimum possible cost/damage. It is the duty of the Master and SSO to make sure that his crew is well prepared to carry out its regular security duties and to handle any security emergency arises.
The proper preparation of the crew is moved on two main directions
1.- Crew training
2.- Crew Drilling
3.4.2 Crew training (Procedure SP-03)
The crew in order to carry out its regular security duties successfully and minimize the possibilities of Security emergencies, it is necessary to be familiar with:
· SSP (Master and Ch. Officer only)
· The particular security duties of his rank
· The use of security equipment of the vessel
· Security details of the vessel (such as restricted areas, checking points, etc).
It is the duty of the SSO on boarding of new joiners, to evaluate the knowledge of their duties and train them as necessary and to familiarize them with the security and details of the vessel as per their rank. On completion he fill the form SEC-19
For the training of the crew, the training material available onboard books, videos, CDs can be used.
Particularly the CD “The Security Code” of the “I B S” print out an evaluation form for each trainee, which you can store as proof of his training.
For each training course carried out use the form SEC-07 and update the Seaman’s training record available in the ISM System.

3.4.3 Crew drilling (Procedure SP-03 /SP-18)
The drilling procedure is similar with the drilling procedure of the ISM Code.
SSP has defined all possible Security Emergencies and has provided drills for each one of them.
The crew, in order handle successfully any Security emergency possibly arises, should have carried out and be familiar with the relevant drill.
SSP also define when each drill should be carried out, as per “SECURITY DRILLS PLAN” Form SECURITY-08, although it is in the discretion of the Master/SSO to increase the frequency of the drills.
The philosophy of the “Drills Plan” and “Drills”, is similar with that of the ISM .
The ISM training records of the crewmembers participating will be updated as required.
4.0 SSP Implementation Steps
The implementation for the first time of the SSP onboard a vessel, is a particular difficult task, because none onboard have enough experience or knowledge of the ISPS Code.
However it is a fact that SSP must be implemented and the relevant certificate in place by the 1st July 2004. Therefore vessels must be ready latest by the middle of May to pass inspection by the Classification Society.
Masters and Chief Officers (as SSO) are warned that no excuse will be accepted. In case they face problems or difficulties they must advise Company immediately and the necessary assistance will be provided.
In order to facilitate and speed up the implementation, we suggest the following steps:
Step 1: Master and SSO to familiarize themselves with vessel’s SSP. Particular attention
to be paid to the forms completed, their filing and copies to be sent to the Office.
Use the “SHIP SECURITY PLAN FAMILIARISATION BOOKLET” for easy
reference.
Step 2: Evaluate the Knowledge of your Officers and crew and familiarize senior Officers
with the SSP. Make sure that your crew is aware of their duties and complete the relevant familiarization forms.
Step 3: Post Security labels as required and familiarize your crew with the use of the
security equipment, the security details of the vessel and the completion of the
security forms and particularly of the “Visitors log-book” and “Patrols form”.
Step 4: Start “Drill Schedule”. We suggest to carry out all, within two months.
Step 5: Master and SSO to familiarize themselves with the duties of the SSO
and particularly with the change of Security level and DOS completion/signing.
Step 6: Carry out mock gangway watch and patrols rounds where the crewmembers
will be practically trained /guided on the particular duties.
Step 7: Start the actual implementation of the SSP.
ON COMPLETION OF EACH STEP ADVISE THE LEVEL OF IMPLEMENTATION AND DIFFICULTIES ENCOUNTERED
5.0 Security Records to be sent to the Company
The vessel will sent copies of Security Records to the Company every two months along with all other document and records send to the Company every two months, as per the below stated list.

6.0 Paper work
Company understand and take into account the increase of work of Chief Officer under his duties as Chief Officer / Safety Officer / Security Officer.
For this reason and in order to facilitate the implementation of ISPS Company employ onboard each vessel two additional Deck Cadets which will be assigned Security and paperwork duties.
They will be used by the Chief Officer for Security duties or carrying out paper work and generally as per our relevant Circular T02.193/03
