International Standards ISO 14000 series of environmental management

The current environmental situation and trends of the negative changes are largely determined by industrial production and economic activity in general. Despite some achievements , the overall picture of the environment continues to deteriorate.

We all learn more about the man-made accidents , violations of production cycles , unauthorized emissions and discharges of pollutants , seemingly random , leading to local and then to the inter-regional pollution of natural objects .

The main reason for this situation is the low effectiveness of the mechanisms of environmental control and management of natural sites and industrial production , based mainly on the severe administrative practices and enforcement .

It becomes more evident the need to find new ways and approaches to solving environmental problems of industrial production .

During the production cycle the water comes pollutants , among which are dominated by the production of waste , water entrained components and raw materials. Solution to the problem of pollution of waste production, undoubtedly lies in the need to implement an environmental management system by conducting environmental policy, the greening of production, namely , the development and implementation of low-water , drainage processes , closed with respect to the environment, as well as the development and introduction of intensive technological processes of neutralization of waste.

One of the main ways is environmental management with subsequent certification . The result of environmental management - industrial safety for the environment.

The main lines of the environmental management system in enterprises sector :

- Quality control and food safety ;

- The creation of closed production cycles ;

- Measures for the disposal of industrial cycles;

- Control of the conditions of production ;

- Control of the composition and quantity of waste production.

The use of ISO 14000 in enterprises and companies - one of the most important international environmental initiatives.

The achievement of the declared characteristics of the operating system requires some concerted action and the presence of a systematic approach to continuous improvement of the quality management system OS ( SUKOS ) .

In 1990 . after the successful implementation of ISO 9000 Quality Management International Organization for Standardization (ISO) has established a Strategic Advisory Group on Environment, to discuss the formation of technical committees to develop similar standards for the protection of the environment.

Currently, the TC 207 has six subcommittees and one working group that developed 18 standards. The first of these standards ISO 14001 - Guidance on control systems in the OS was released in September as an International 1996 .

ISO 14000 series includes 18 developing common standards. These standards are of two types : guidance and detail . Guidance - is narratives that explain the concept of management operating system, defining key terms and help in structuring orientation ( structure ) of the specific system for a specific process or business. Detailing is normative documents against which the proposed company will be certified .

ISO 14000 is focused not on the quantitative parameters and not on technology.

Below is a list of key documents relating to the OS, and which are currently being developed :

- ISO 14010/11/12: Guidelines for auditing the operating system ;

- ISO 14020/21/22/24: Identification of the OS ;

- ISO 14031 : assessing the effectiveness ( performance) management systems OS ;

- ISO 14040/41/42/43: Life cycle assessment - Principles and implementation in practice / control / impact / improvement

- ISO 14060 : Guidance on the integration aspects of the operating system, in product standards

Central document standard is ISO 14001 " certification guidelines for the use of environmental management systems ." It is compliant with ISO 14001, and is the subject of a formal certification. According to the experience of ISO 9000, the aspiration to obtain formal registration and document the application for release of " environmentally friendly " products is the driving force behind the implementation of environmental management systems , relevant standards.

ISO 14001 standard - the only document that includes details in the EMS. It applies to the production of goods and manufacturing industries , but can also be used in the service sector, affecting the operating system, such as construction and transportation .

The main features of ISO 14001 are:

- The standard does not set strict requirements to the ecological system and its performance obligations except in accordance with applicable legislation and regulations , and continuously improve the system;

- Management system requirements are contained only in section 4 of the standard;

- Identifies five unequal "blocks" : environmental policy , planning, implementation and operation of environmental management , audits and corrective actions , management review .

Planning , implementation and operation , checking and corrective action , and verification of control .

Environmental Policy establishes a relationship of current and potential effects on the OS manufacturers of goods and services consumed by the material , preventing pollution and reducing costs.

Planning involves identifiable manageable aspects of the operating system , the legal requirements applicable to the processes , goals and aspirations of the various aspects of ecology and management program operating systems in order to achieve objectives.

The administration and operation include the following : roles, responsibilities and authority of all employees, to verify compliance with the system , training of knowledge and competence ; controlled documentation of basic documents and recommendations for related documents, operational control and emergency preparedness for action in the crash ( crash) .

Checking and corrective action includes monitoring and measurement to improve the long-term , traced enforced in accordance with the goals and aspirations, calibration and maintenance of test equipment , carrying out corrective or preventive effect , maintaining records and EMS audit results .

Review of management entails checking EMS administration on its relevance and effectiveness in the future.

Analysis of the state SUKOS should include:

- Analysis of the goals, objectives for the protection of the OS and environmental characteristics ;

- Analysis of the results of the audit SUKOS ;

- Evaluation of the effectiveness of the system;

- Assess the compliance of environmental policy in a changing of the track such changes;

- Taking into account changes in legislation ;

- Accounting for changes in the wishes and requirements of stakeholders ;

- Taking into account changes in production or action ;

- Taking into account advances in science and technology;

- Taking into account findings of the accident ;

- Taking into account the requirements of the market.

Environmental Quality Management - part of an overall system of management of the organization .

The benefits of obtaining certification to ISO 14000:

- This certification is a prerequisite of marketing products in international markets;

- Improving the image of the company in compliance with environmental requirements;

- Saving energy and resources;

- Increase in the assessed value of fixed assets of the enterprise;

- The desire to conquer the markets of "green" products;

- An interest in attracting highly skilled labor force.
