Do we encounter with inappropriate behaviors regarding computer ethics in Kazakhstan? Give examples.

Example

1) problems associated with the development of codes of ethics for computer professionals and ordinary users whose work involves the use of computer technology;

2) problems of protection of property rights, copyrights, rights of privacy and freedom of expression in relation to information technology;

3) group of problems associated with the advent of computer crimes, status determination, that is mostly legal problems.

Reason

Possession of skills to use computers and other ICT becomes an integral part of modern life. At the same time, the information space formed in Kazakhstan today, characterized by a lack of integrity, the uneven distribution of information, unequal access to resources citizens Internet, unequal ownership of citizens ICT skills.

Solution

One of the solutions is to increase computer literacy, including through various incentive programs. It provides not only the necessary "computer literacy", but also to attract the listener to a useful and effective use of your computer. Moreover to solve our problems with computers ethics we need to enrich security of files, strength security algorithms. To prevent the problems with property rights we need to make voluntary licensing.

Does it exist the necessity to generate ethical principles? How to adapt them to local conditions?

Reason

Yes, there are a lot of problems with ethical principles, because population of Kazakhstan is don’t know about it anything. We need to involve citizens to be aware about computer literacy, principles, explain them why they need it.

Solution

Kazakhstan needs to provide some principles in computer ethics:
1 ) privacy ( privacy ) - the human right to autonomy and freedom in private life , the right to protection from invading her authorities and other persons;

2 ) accuracy ( accuracy) - compliance associated with the exact implementation of the operating instructions and information processing systems , honest and socially responsible attitude to their duties ;

3 ) property ( private property) - the inviolability of private property - the basis of property order in the economy . This principle means that the right to information and ownership of copyright ;

4 ) accessibility ( affordability ) - the right of citizens to information , its availability at any time and in any place.

Do we need the education on ethics ? What kind of measures and actions can we use for that?

Reason

Yes, our country seriously needs it, because most of population of Kazakhstan have not any information about their rights, about internet crimes, about computer ethics, and finally someone don’t know the computer literacy.

Solution

We are developing country so we need to improve current situation with computer literacy. Our government can provide some educational processes like public learning.

4. Do we need the legal sanctions? How it carries out in local conditions?

Reason

We need to develop a new code within internet to determine both rights and duties and responsibilities of users of the World Wide Web - and those who engage in virtual business, and those who practice virtual dating. If cyberspace is perceived as a medium rather than a place, it can only be considered as a communication channel, and not as a social structure

Solution

Kazakhstan people are not ready to some kind of sanctions. They still buying pirate version of some videos, movies, music, podcasts and etc. We have a lot of useless information in internet like pornography, crimes. The solution of this problem is to inform people about existing sanctions and to create new sanctions, which should be known by all people.
