SECTION 1: THE MANUAL AND DEFINITIONS

This Manual has been prepared to assist Governing Body, the Host Union, Clubs, Participating Unions, Tournaments Director, Teams Managers, Media and Partners on all aspects of the Tournament. All parties concerned should be familiar with the contents of the Manual and have it readily accessible during the Tournament. The procedures set out in the Manual should be met at all times.

 

Accredited Personnel Means those persons, other than paying spectators, permitted by the Host Union to be present at Matches including, without limitation, marketing and event management representatives.
Advertising Rights Means the rights for entities to advertise their brands, products and services in relation to the Tournament, whether at the Venues or otherwise, by any means, including without limitation, by perimeter and other advertising Signage, concessions, displays, banners, sampling, premiums, equipment usage or other methods (including, without limitation, by means of so-called virtual advertising, turf imaging and/or pitch-branding and the branding of goal-post bolsters), through printed matter such as programmes, posters, letterheads, press releases, team sheets, newsletters and tickets, and on the clothing and equipment of ball boys, photographers, medical and security staff and Match officials.
Broadcast Partner Means a Commercial Partner to whom the Host Union granted Media rights.
Club Shall mean the Club put up as Champion 7’s club of the invited Participation Union;
Commercial Rights Means all commercial rights in and to the Tournament and all of the Matches in the Tournament, including but not limited to the Advertising Rights, the Broadcast Rights, the Licensing/Merchandising Rights, the New Media Rights, the Official Status Rights, the Sponsorship Rights, the Ticketing Rights, the Travel Rights and all other rights of any nature whatsoever that are capable of commercial protection and/or exploitation.
Company The Company appointed to exploit the Commercial Rights to this Tournament in accordance with the Host Union Agreement.
Disciplinary Officials Persons appointed by the Governing Body to administer and implement disciplinary procedures pursuant to the Tournament Disciplinary Programme;
Disputes Committee The Committee responsible for adjudicating on disputes and/or matters referred to it by the Governing Body and/or the Tournament Director which shall comprise such personnel as advised by the Host Union from time to time and pursuant to clause of this Manual and Participation Agreement;
Governing Body or FIRA FIRA-AER 9, rue de Liege - 75009 PARIS – FRANCE is under the French laws;
Host Union The Rugby Union of Russia; Luzhnetskaya nab.8, 119992, Moscow, Russia
Host Union Agreement   The agreement entered into between FIRA-AER and the Host Union in relation to the Tournament for the years 2008-2012 inclusive;
Illness Medical disability arising during the Tournament Term;
Injury Physical disability arising during the Tournament Term;
Interpreter Such person assigned to a Team in accordance with this Agreement;
Internal Travel The receiving party provides a meeting and a seeing-off of participants from the airport, and also transport from places of residing to places of carrying out of competitions and back. The receiving party provides a meeting and a seeing-off at the airport of officials of tournament, and also delivery to a place of carrying out of competitions and back: The receiving party does not pay international travel.
IRB International Rugby Board;
IRB Regulations Relating to the Game Means the IRB’s regulations of the same name as amended from time to time
Licensing / Merchandising Rights Means the right to license the production of merchandise and other products branded with the Marks and/or otherwise associated with the Tournament
Marks Means the marks, logos and titles of the Tournament, including (without limitation) the Tournament Logo, the logo(s) of any Commercial Partner and/or the Host Union logo(s).
Match Match(es) to be played as part of the Tournament;
Match Official Referees, Touch Judges, Touch Line Assistant appointed by the FIRA-AER for the conduct of the Match; The receiving party provides payment of work of judges of tournament for the led matches;
Media Rights Means the Broadcast Rights and the new media rights
Media Manager Person(s) appointed by the Host Union in liaison with the Governing Body with have overall responsibility for the Tournament Media Services and Management Programme, the Tournament News, Information and Data Service, the transmission, circulation and distribution of tournament news and all matters relating to public relations in connection with the Tournament including, without limitation, crisis management;
Medical Medical and/or dental (and Medically shall be constructed accordingly);
Misconduct Shall mean conduct, behaviour or practices, on or off the playing enclosure, (excluding illegal and foul play during a Match) that may bring the Tournament, and/or the game of rugby and/or the Governing Body and/or the Tournament’s commercial partners into disrepute. Misconduct shall include, but shall not be limited to, abusive, threatening or intimidating behaviour towards referees, touch judges, spectators or other officials;
Official Status Rights Means the right to use words, in connection with the Marks or otherwise, that state or imply official approval by or connection with the Tournament or the Host Union, such as (but not limited to) ‘Title Sponsor of the Tournament’, “Official Sponsor of the Tournament”, “Official Product of the Tournament”, “Official supplier to the Tournament” and “Official Publication of the Tournament”
Participation Agreement Means the Participation Agreement included in this Tournament Manual of which the Commercial Rules and Media Rules form a part, which sets out the terms and conditions of participation in the Tournament
Participating Union Each of the national Rugby Unions of all nations who have been invited as RC Slava-CSPs to participate in the Tournament and who have executed a Participation Agreement;
Players Means those players of the Club who are eligible to participate in the Tournament in accordance with this Tournament Manual.
Signage Means any and all forms of visual media at a Venue, fixed or otherwise, capable of conveying commercial or non-commercial messages to spectators of a Match, including without limitation perimeter boards, hospitality box signage, turf imaging and pitch branding, but excluding any unbranded, purely directional signage.
Sponsorship Rights Means the right to an association with the Tournament (including title sponsorship of the Tournament) by any combination of Commercial Rights, including but not limited to perimeter advertising boards.
Team (or Members of the/its Team) The Club team as selected by such Participating Union to participate in the Tournament, which shall in each case comprise of up to three officials at the Participating Union’s discretion, one of whom is to be the manager of the team (“Team Manager”) and one of whom is to be the doctor and/or physiotherapist and not more than 10 players (including replacements). The Team will also include the local Liaison Officer and/or Interpreter (if any required) assigned to it. However, the Liaison Officer and/or Interpreter shall not be regarded as one of the 3 officials;
Team Kit Each Team’s playing kit, bandages and strapping and any uniform to be worn on any Match occasion or Other Event;
Team Liaison Officer A representative or representatives appointed by the Host Union and/or Club for the purposes of ensuring that the legitimate requirements of any Team (including without limitation, the Referees team) IRB/FIRA Officials, Guests and Invitees and Tournament Officials are met by the Host Union. For the avoidance of doubt in relation to teams, this shall include, without limitation, accompanying the Team prior to and during the Tournament, looking after the general interests and welfare of the Team, assisting in arrangements for the attendance of the team at functions and events, making all arrangements necessary to meet the training requirements of the team and members thereof on arrival at the venue and otherwise;
Tournament The European Champions 7’s Trophy to be played in Moscow (Russia) for years 2008 – 2012 inclusive;
Tournament Director Person approved jointly by the Host Union as being responsible for the administration and management of the Tournament;
Tournament Logo Means the logos identified in Appendix to this Tournament Manual
Tournament Medical Officer   A representative or representatives appointed by the Host Union who shall have all the relevant and necessary qualifications and experience and who shall be the official Doctor(s) in attendance at each Match;
Tournament Officials The Referees, Referee Team Manager, Referee Assessors, television Match officials (video referees), Judicial Officers, Judicial and Appeal Committee members, Citing Commissioners, Disciplinary Officials, Anti-Doping Officers, Sampling Officers, Tournament Director, Media Manager and any other officials appointed by the Governing Body following as necessary for the conduct of the Tournament;
Tournament Term The period for each Participating Union between the start of the outward journey and the end of the homeward journey as notified by Governing Body;
Venue(s) The stadium, ground or place at which the Tournament is to be played for the purpose of the Matches and all areas as chosen by the Host Union and approved by the Governing Body;
Venue Managers The persons appointed by the Host Union to manage each Venue.
