The collapse of the USSR and the formation of the CIS.

The collapse of the Soviet Union.

All 1990 and especially in 1991, among the main problems facing the Soviet Union, there was a problem signing of a new Union treaty. It spoke of how "the founders of the Union of Soviet Socialist Republic, the Union Treaty signed in 1922, state that the USSR as a subject of international law has ceased to exist" 1). This agreement will terminate the contract in 1922 on the formation of the USSR and at the same time formed a CIS.

Then, on December 13 leaders of the republics of Central Asia and Kazakhstan for a meeting in Ashgabat Belovezhskoe analyzed the agreement and expressed their willingness to full participation in the formation of a new community.

December 21, 1991 in Alma-Ata meeting leaders of the "three", "five", Armenia, Azerbaijan, and Moldova. At Alma-Ata meeting adopted the Declaration on the dissolution of the Soviet Union and the formation of nine CIS states.
