Rule 24. Voting for the draft resolution

1. After the end of discussion on working draft resolutions, the chair shall announce the beginning of voting for the draft resolution. Each delegate shall receive a form on which they put three, two or one point for each of the three coalitions.

2. A delegate cannot put an equal number of points for two or more coalitions. The delegates must rank their priorities and put three points to only one coalition, two also to only one, and one also to only one.

3. After the points are put, points for coalitions shall be added up and counted, and then the chair shall announce how many points each coalition has gained.

4. If all the coalitions gain a different number of points or two coalitions gain an equal number of points, and the third – fewer points, a coalition with the least number of points shall be eliminated from voting.

5. If two coalitions gain an equal number of points and the third – a greater number of points, the coalition with the largest number of points shall hold internal voting within the coalition for the elimination of one of the two coalitions from voting.

6. If all three coalitions gain an equal number of points, the chair shall announce unmoderated caucus for five minutes. Each coalition shall prepare a presentation in order to convince delegates that it is their project that is the most favorable to all members of the committee. The time for speeches shall be set by the committee rules in advance and cannot be changed. After the presentation of each of the coalition, members of the two other coalitions shall vote for or against the draft of the coalition, based on what would be the draft resolution they would like to put on voting along with their draft. The coalition with the lowest percentage of votes of the total number of participants in the other two coalitions shall be eliminated from voting. If two coalitions gain the same percentage of votes, principles, which are set in clauses 4 and 5 of the Rule 24, shall be used.

If the situation persists, and all three coalitions again receive the same number of points, the expert shall take the floor with a reasonable position and choose two coalitions that shall have to collect the conciliation commission. It shall consist of two representatives from each coalition selected by the heads of coalitions. The conciliation commission shall work in the framework of the strict time-limit and under the personal supervision of the chair and the expert. If no agreement can be achieved through rational negotiation built on compromise and striving for common goals, or delegates refuse to negotiate in this way, the chair shall have the right to eliminate a draft of one of the coalitions from voting.

7. After completion of the previous stage, when after voting using forms there are 2 working draft resolutions left, the chair shall declare a direct vote by raising the placards. Delegates may not abstain from voting, the representatives of all three coalitions shall be involved in the voting, including the coalition, the draft of which was not allowed to this voting. A delegate can vote only for one of the remaining drafts. A working draft resolution with the most votes shall be approved by the chair and shall become an official draft resolution.



8. If during the voting for the official draft resolution, votes of the delegates are divided equally, the conciliation commission shall be established from the representatives of two coalitions, drafts of which receive an equal number of votes. The conciliation commission shall function according to the principles set in clause 6 of this Rule.
