Conduct of a Contest

Contest Regulations

Preamble

1.1. International Collegiate Contest in Informatics and Programming (Contest) is conducted by Ministry of Education and Science of the Russian Federation, Education Committee of the Government of St. Petersburg, St. Petersburg Youth Creativity Palace, St. Petersburg State University of Information Technologies, Mechanics and Optics and Altai State Technical University.

1.2. Final Round is simultaneously held at:

  • Saint Petersburg, Russia — St. Petersburg State University of Information Technologies, Mechanics and Optics and St. Petersburg Youth Creativity Palace;
  • Barnaul, Russia — Altai State Technical University;
  • Tashkent, Uzbekistan — Tashkent University of Information Technologies;
  • Tbilisi, Georgia — Saint Andrew the First-Called Georgian University of the Patriarchy of Georgia.

Mission

1.3. Main targets and goals of the Contest are propaganda of scientific knowledge, developing students' interest toward science, support of extracurricular courses, circles, scientific societies, creating optimal conditions for revealing gifted and talented students, their future intellectual growth and professional career, developing of the collaboration skills.

Introduction

1.4. The contest is a two-tiered competition among teams of students representing institutions of higher education. Teams first compete in Semifinal Rounds . The winning teams from each Semifinal Round qualify to advance to the Final Round .

Localization

1.5. The official language of the Contest is English. All written contest materials will be in English.

1.6. The secondary language of the Contest is Russian. All announcements will be made in both Russian and English.

1.7. The Director and the Organizing Committee of the Semifinal Rounds may use as additional languages the languages of the Semifinal Round participants. In this case, all announcements must be made on Russian and each additional language.

Conduct of a Contest

2.1. Board of directors of the Contest:

  • establishes Organizational Committee of the Contest;
  • prepares recommendations to the Organizational Committee concerning Jury and Technical Committee;
  • appoints directors of Semifinal Rounds of the Contest;
  • solves questions concerning organization of new Semifinal Rounds.

2.2. Organizational Committee of the Contest:

  • settles dates of the final round of the Final Round;
  • settles possible dates of the Semifinal Rounds of the Contest;
  • approves Jury and Technical Committee put forward by the Director of the Contest;
  • creates and approves the expense estimate of the Contest;
  • approves Technical Regulations of the Contest put forward by Jury and Technical Committee;
  • determines the place of residence for competitors, delegation heads, Jury members and Technical Committee members;
  • determines the venue of the Final Round and issues the corresponding order;
  • supplies of the venue of the Final Round with computers according to the these Regulations, Technical Regulations, safety measures and hygiene and sanitary standards;
  • carries out registration of participants;
  • organizes and carries out the award ceremony for the Final Round participants;
  • analyzes and generalizes the Contest results.

2.3. The Contest Jury consists of the Head of the Jury Chairman, the Heads of the Semifinal Rounds' Jury and other Jury members.



2.4. The Contest Jury:

  • proposes problems for the rounds of the Contest;
  • the Head of Jury forms the Executive Committee of the Jury.

2.5. Executive Committee of the Jury:

  • prepares the Technical Regulations together with the Technical Committee;
  • evaluates the proposed problems and forms the set of the problems for the Final Round;
  • develops and approves the problem statements for the Final Round;
  • develops the tests for submission evaluation for the final round of the Final Round, including automated problem checkers;
  • conducts evaluation of competitors' submissions on the Final Round;
  • prepares the standings of the Final Round;
  • makes the final decision on the disqualification of the participants, who violate the Rules or the Regulations of the Contest;
  • determines the Contest winner and awardees;
  • forms the supplementary set of problems and tests for the Semifinal Rounds.

2.6. The Technical Committee of the Contest consists of the Head of the Technical Committee, the Heads of the Semifinal Rounds' Technical Committee and other Technical Committee members.

2.7. The Technical Committee of the Contest:

  • prepares the Technical Regulations together with the Executive Committee of the Jury;
  • carries out configuration of computers according to the Technical Regulations;
  • ensures uninterrupted operation of computers during the Final Round;
  • ensures the conduct of the Contest in the correspondence to these Regulations and the Contest Rules.
