Provincial and state budget revenues fell in both Canada and the US during FY 2010. While the revenues of US states fell more than those of the Canadian provinces, this was by a relatively small amount (1.4 percentage points). The main difference in fiscal measures between the US states and Canada is in the form of spending changes, with Canadian provinces increasing their spending by 5.6% on average versus the 2.7% average decrease in spending in the US. Our regression analysis shows spending changes having a significant negative effect on unemployment rates, with tax changes being insignificant. These results tend to imply that while the budget crisis was felt somewhat more strongly in the US, the recovery in Canada is probably linked to spending increases, which the US states were either unable or unwilling to do.
