Support public activities by the government of US.

· US law provides a clear interpretation of the word «volunteer» and considers volunteering only organize and manage the activities in the public and nonprofit sectors. In legal discourse gives the following definition: "Volunteer is an individual, non-profit organization providing services or State body which does not receive compensation (other than reasonable reimbursement or allowance for expenses actually incurred), or any other thing of value, instead of compensation, the value of which exceeds $500 per year "This approach to definition of volunteering leads to the fact that at the legislative level is not only clearly defined conditions of activity of the volunteers. Their rights and duties also are supported and protected by the state. The specific mechanisms may motivate volunteers. For example, under the program «AmeriCorps State and National» aimed at young people, impossible to pay volunteers living benefits to student loans, guaranteed payment of health insurance. The payment of money is necessary for the care of children.

 

 

· The level of development of volunteering practices
The US and Russia are different, according to the level of development. Government support of volunteering in the United States gradually implemented through various national programs of the federal, regional and local levels. The US government actively encourages the development of volunteering, which is reflected in legal acts, programs, practice of public finance, various forms of activation of the third sector. The modern Russian law doesn’t have certain definition of voluntaring it’s rather ambiguous. Some new laws and amendments to existing legal acts restrict civil initiative of the population. But the others affect (Law No-65 of the Federal Law "On Amendments to the RF Code of Administrative Offences and the Law "On Meetings, Rallies, Demonstrations, Processions and Picketing", "Federal Law No 8 of the Federal Law" On Amendments to Part One of the Civil Code of the Russian Federation and the Federal Law "On Noncommercial Organizations", "; Federal Law No 100-FZ "On the voluntary fire protection", etc.). They demonstrate the desire Member civil servants to keep records, to register civil initiative activists, including Russian volunteers. AT 39US volunteer, passed state registration, receives a real "scope of work", the protection of the state and a number of economic and social preferences in society. In the US, volunteering accessible to all, regardless of age, economic status, or individual abilities. State Corporation offers a variety of programs implemented by NGOs. Russia's new draft law does not impose compulsory registration of volunteers, however, restricts the activity of unregistered volunteers in emergency zones, imposes a restriction on the age of the volunteers (18 years) introduces a limitation in volunteer activities certain areas, in particular, prohibits political volunteering.



· The rapid development of volunteering in the United States led to the fact that work of associates was decisive for many non-profit organizations (especially small ones).
Moreover the popularity of volunteering has caused the US companies involved in the preparation and distribution of volunteers in non-profit and governmental organizations, assistance to individual natural persons. Thus, volunteering has become an important component of a democratic society.
