The payment of money is necessary for the care of children.
· The level of development of volunteering practices The US and Russia are different, according to the level of development. Government support of volunteering in the United States gradually implemented through various national programs of the federal, regional and local levels. The US government actively encourages the development of volunteering, which is reflected in legal acts, programs, practice of public finance, various forms of activation of the third sector. The modern Russian law doesn’t have certain definition of voluntaring it’s rather ambiguous. Some new laws and amendments to existing legal acts restrict civil initiative of the population. But the others affect (Law No-65 of the Federal Law "On Amendments to the RF Code of Administrative Offences and the Law "On Meetings, Rallies, Demonstrations, Processions and Picketing", "Federal Law No 8 of the Federal Law" On Amendments to Part One of the Civil Code of the Russian Federation and the Federal Law "On Noncommercial Organizations", "; Federal Law No 100-FZ "On the voluntary fire protection", etc.). They demonstrate the desire Member civil servants to keep records, to register civil initiative activists, including Russian volunteers. · The rapid development of volunteering in the United States led to the fact that work of associates was decisive for many non-profit organizations (especially small ones). Moreover the popularity of volunteering has caused the US companies involved in the preparation and distribution of volunteers in non-profit and governmental organizations, assistance to individual natural persons. Thus, volunteering has become an important component of a democratic society.
