Ways to reduce the impact

In this situation, the Government of the Territory to take all necessary measures to prevent and eliminate the possible effects of an emergency related to the intake of toxic pollutants in the Amur River, and, above all, to prevent the negative effects of chemical pollution on public health region.

As a result of actions taken, including construction of dams in the ducts of the Khabarovsk water site, managed to achieve dilution of contaminants to concentrations below the limit, and by introducing additional purification by activated carbon in water intake - to provide the population with drinking water that meets hygiene requirements.

Thanks to the efforts of the Government to acquire the edge analytical equipment, attraction of leading scientific institutions and laboratories throughout the country for the first time in the history of the Amur River was conducted extensive monitoring, which revealed two types of pollution of the Amur - emergency and chronic, lasting for more than 10 years. With respect to accidental pollution can be said that the environmental capacity of the Amur allowed to deal with dumped materials.

Chronic pollution of the Amur significantly increased in the last 10 years due to industrial and agricultural development, population growth of China, adopted in China's economic growth model aimed at the unsustainable use of natural resources, in which not enough attention is paid to environmental issues.

1. In order to protect the water quality of Russian-Chinese cross-border water bodies, February 21, 2006 in Beijing, Minister of Natural Resources of the Russian Federation, JP Trutnev and chief of China's State Administration of Environmental Protection Zhou Shengxian signed a Memorandum of Understanding on joint monitoring of water quality.

2. Ministry of Natural Resources of Russia included in the financial plan for 2007 from the federal budget a number of research papers on the problems of the Amur. Federal Agency for Water Resources funded from the federal budget execution state monitoring of transboundary water bodies and monitoring of p. Cupid in the construction of protective structures.

3. China's State Council approved a five-year program to combat water pollution in the Songhua River Basin

4. According to the Chinese side, China's State Administration of Environmental Protection is scheduled to allocate the budget of 1.25 billion dollars for the transfer of chemical companies from the lower reaches of Songhua River in the more remote locations. Following the 2006 state regulatory authorities verify eliminated 36 enterprises, 262 of the plant must reduce the volume of harmful discharges into the River Sungari [4, para11]
