Lecture plan:

1 Hazard identification and risk assessment in the field of occupational health and safety - is:

2 The benefits of obtaining certification under ISO OHSAS 18000

organizational :

The most important area of state social policy is a set of issues and health conditions , the solution of which is intended to provide a safe living working .

Development and implementation of safety management and safety organizations is carried out by the international standard OHSAS 18001 "System Health and Safety Management » (Occupational Health and Safety Assessment Series).

OSH management system is designed to implement the organization of its policies and objectives in the field of labor and its activity in this area by third parties .

The international standard OHSAS 18001 was developed with the participation of national standards bodies of several countries (UK, Japan , South Africa , Ireland) , firms and research organizations.

The core of the system of management - identification and management of risks in the field of occupational health and safety in order to improve organizational performance indicators in this area.

In OHSAS 18001 provides definitions of key concepts. So "danger" is defined as " an element of the company, a source or a situation that could potentially : harm a person or cause health problems , damage to property, the working environment or a combination of all the above ," and "risk" - as "a combination of the probability and consequences of a particular hazardous event . "

Hazard identification and risk assessment in the field of occupational health and safety - is:

- A tool for estimating the potential losses of the company or entity associated with emergencies and incidents , injuries and occupational diseases ;

- A tool for the determination of control points - the greatest risks and priority areas for goal setting , planning and investment companies in the most important and problematic areas ;

- A tool for the prevention of accidents and incidents , as well as prompt and effective response in case of accidents.

Formulated in OHSAS 18001 management system requirements are not unusual , artificial, invented specifically for these systems . On the contrary , all elements of the system , all requirements are taken from the real-world of effective management systems. Almost certainly acting in your company or organization management system in one way or another contains all the required components .

The proposed management system is a classic Deming cycle , consisting of four blocks - stages. The cycle starts with the planning phase : formulated objectives that the organization considers necessary to achieve defined ways to achieve their goals and develop appropriate measures . All this coincides with what is being done and organizations that do not have such systems of management. Differences are due to two principal requirements of OHSAS. As already noted , following the requirements of OHSAS is a voluntary decision of the organization , so the goals does the organization itself for itself on the basis of the identified hazards and risks , as well as its financial , technical, technological and other features. The second requirement - actions plans should be supported by the resources necessary and sufficient for their implementation, as well as the appropriate authority staff. It should be emphasized that, under the resources are understood not only financial resources, but the allocation of adequate technical means , the availability and accessibility of staff required qualifications and skills , etc.

Scheduled work to be performed. But this involves bringing the perpetrators to specific tasks , monitoring their performance, timely adjustment plans for significant changes in the organization's activities and much, much more, quite obvious from the point of view of common sense and the general theory of management. For this purpose, the management system must be provided and operated components that are independent of specific artists and ensure the required actions. Give just a few examples .

It is possible that the local regional or central government will publish a document regulating substantially alter the terms of your organization . OHSAS requires that the management system was the procedure for the identification of legal and other requirements applicable to the organization. Specification does not dictate to you the mechanisms , tools and resources with which the document will be found and brought to the attention of the organization. One organization will take advantage of the system "Garant" , another - "Consultant Plus" , and the third will subscribe to " Rossiyskaya Gazeta " and the local media and will charge a particular artist once a week to view the official sections , the fourth sign a contract with a specialized company , and the fifth will be waiting for instructions from the the parent organization . All these schemes are fully compliant with the OHSAS, because the specification governs the composition of the management system and the functions performed by it , but in no way does not address issues of implementation.

The same applies to actions in the event of emergency situations and accidents and mitigation of their consequences for developing and maintaining the competence of personnel , etc.

In conclusion, a few words about the fourth stage of the Deming cycle . According to OHSAS top management of the organization should carry out an analysis of the management with its stated intervals to ensure continuing suitability , adequacy and effectiveness of the system. The process of the management review should be preceded by gathering the information necessary to enable the management to carry out such an assessment. The management review should consider the possible need for changes to the organization's policy in the field of occupational health and safety requirements set objectives and other elements of the management system in the light of the results of audits of the system to changing circumstances and commitments.
