Beginning of the development of the interstate standardization in the framework of the CIS was the "Agreement on coordinated policy in the field of standardization, metrology and certification", signed by the heads of governments of CIS countries in March 1992.

Noting the international nature of standardization , metrology and certification , the main objectives of the Agreement, which should be solved through standardization are:

- Protection of the interests of consumers and of each State party to the Agreement on quality of products and services, OJEC pechivayuschih safety of life, health and property of the populationtion, protection of the environment;

- Ensuring interoperability and interchangeability of products, and other requirements, representing interstate interest;

- The elimination of technical barriers to the production and trade, promoting competitiveness of the parties to the Agreement on the world commodity markets;

- Promotion of safe household objects of the parties to the Agreement in the event of natural and man-made disasters and other emergencies.

Thanks to the Agreement have been saved funds existed in the Soviet Union regulations (about 25,000 state governmental and industry standards 40000, 35 classifications of technical and economic information). Have been achieved by the contractsion on the recognition of the former USSR state standards (GOST ) as the existing interstate standards and preservation of newly introduced intergovernmental standards acronym " guests."

Work on the interstate standardization conducted on the basis of the following principles:

- The mutual desire of all interested States parties to the Agreement to an agreement to ensure the quality and safety of mutually products;

- The desirability of interstate standards , matching their achievements in science , technology and best practices with regard to their social, economic, technical necessity and acceptability for use by States parties to the Agreement ;

- Ensure the harmonization of interstate standards with international and regional standards and their suitability for the purpose of certification of products, processes ( operations) and services.

The main areas of work in the area of ​​interstate standardization are:

- Adoption of common rules for work on interstate standardization and establishment of uniform ( coherent, harmonized ) product requirements to ensure its safety for human life , health and property of the population , the environment , compatibility and interoperability , as well as common methods of control ( test ) ;

- Standardization of general technical requirements , representing interstate interest;

- Organization of the maintenance of technical, economic information , coding systems, and their development ;



- Formation , storage and management of the fund interstate standards , as well as international, regional and national standards of other countries, with the relevant agreements and arrangements , provision of signatory states these standards, maintenance and storage of industry standards for the most important group of products of interstate interest;

- Publication and dissemination of interstate standards and other interstate agreements on standardization;

- Coordination of training and skills development in the field of standardization.

In order to develop a coherent policy in the field of standardization, metrology and certification and determination of the main activities in these areas had created the Interstate Council for Standardization, Metrology and Certification (EASC), which includes the heads of national bodies for standardization, metrology and certification of 12 countries of the CIS.

Its main features are:

1) development of the priorities in the field of standardization, metrology, certification and accreditation;

2 ) Consideration and adoption of the main areas of work in the field of standardization, metrology, certification and accreditation;

3 ) approval of the draft interstate standards, etc.

From 1992 to 2003 he held 23 meetings of the IGU, which reviewed more than 1200 different questions on standardization, metrology, certification and accreditation, newly approved or revised by more than 4,000 interstate standards.

According to the established tradition of the IGU meetings held alternately in the member states of the Agreement.

Council's decisions binding on the States that entered the IGU.

To address the organizational issues of the IGU was established main working body - the technical secretariat, which in 2000 was renamed the Bureau of Standards with the placement of it in the city of Minsk ( Belarus).

When MGS organized working groups to address the technical issues which included highly qualified national bodies for standardization, metrology and certification.

Leaders work on standardization, metrology and certification in the member states carry out the relevant national authorities.

Giving due the great work undertaken by SCI within the CIS Council of the International Organization for Standardization (ISO) in 1995 recognized the IGU Regional Organization for Standardization and Asian region with the registration of the name "Eurasian Council for Standardization, Metrology and Certification", as well as its emblem (Figure 1).

In November 2001, IGU decision (Minutes ¹ 20-2001) on application of the regulations and in the correspondence with the international,

regional and national standardization organizations following names and abbreviations of the Interstate Council for Standardization, Metrology and Certification:

- In Russian - "Eurasian Council for Standardization, Metrology and Certification (EASC)";

- In English - «Euro-Asian Council for Standardization, Metrology and Certification» (EASC).

SCI signed a cooperation agreement with ISO, the International Electrotechnical Commission (IEC) and the European Committee for Standardization (CEN) .

Under an agreement with SEP SCI emission class provided free of charge for direct application .

MGS holds considerable work in cooperation with ISO, IEC, CEN and other international and regional organizations for standardization, metrology and certification to address the harmonization of academic disciplines taught future experts on standardization, metrology and certification with regard to their activities in a "single space" for these types of jobs.

The activities of the IGU contributes significantly accelerate the entry of the Commonwealth of the WTO and international trade .

Acting in accordance with its international obligations in the field of compliance with the safety of international trade and recognizing that the unification of the application of technical, medical, pharmaceutical, sanitary, veterinary, phytosanitary and environmental standards, rules, regulations and requirements for the import of goods will contribute to the protection of life and health of citizens and protection of the environment of the states of the Customs Union, the governments of the Republic of Kazakhstan, the Russian Federation, the Republic of Belarus and the Kyrgyz Republic January 28, 1999 in Moscow signed a protocol on common application of these regulations, and February 26, 1999 agreement "customs Union and the Common Economic space"

Organizational issues are resolved in accordance with GOST 1.0-92 "Rules of the work on interstate standardization. General Provisions"

The main problem - the development of a regional system of conformity and the transition to uniform rules and uniform conformity mark.
