The European Committee for Standardization (CEN)

The main objective - to promote trade in goods and services through the development of European standards (EN Euronorm).

The development of European standards for aviation equipment, water heaters and gas appliances, components for lifting equipment, cutting and welding, piping and tubing, pumping equipment

Organizational Structure - The General Assembly, Governing Body, program committees, technical offices, Technical Committee, the certification.

The European Committee for Standardization (up to 1970. - The European Committee for the Coordination of Standards) has existed since 1961. CEN members are the national standards bodies of 18 European countries: Austria, Belgium, Great Britain, Greece, Denmark, Germany, Spain, Iceland, Italy, Luxembourg, Norway, Netherlands, Portugal, Finland, Germany, France, Sweden, and Switzerland. This is a private organization, which until 1992. included only members of the EU and EFTA (except Liechtenstein, which has no national organization for standardization). By decision of the General Assembly created a new category of SEN membership, associate members. Associate member can be any social, scientific, economic, or other entity of a Member SEN. Associate members are required to contribute to the achievement of SEN. Promote the standardization process, to take part in the discussions of draft standards (before the decision), but they do not have the right to vote.

The standardization at the European level for SEN includes planning, development, and adoption of the standard on the basis of consensus of all stakeholders.

When planning the standardization work takes into account suggestions from national organizations, European institutions (most often through EFTA); associative bodies (AB) European trade associations.

Preparation of draft standards lies with the relevant Technical Committee, which approves the original project (the three official languages), and after its registration in the central secretariat of the document becomes an official project of the European standard.

In some cases, the preparation of the draft standard is part of the ISO. Moreover, the project manager is appointed representative of the European members of the EU.

The main objective of CEN-promoting trade in goods and services through the development of European standards (Euronorm, EN), which could invoke in the EU directives, EFTA and other intergovernmental organizations, by ensuring the uniform application in the Member States of ISO and IEC; cooperation with all organizations in the region involved in standardization, certification services in accordance with European standards (Euro norm)

CEN is developing European standards in areas such as aviation equipment, water heaters gas appliances, gas cylinders, components parts for lifting equipment, gas stoves, cutting and welding, piping and tubing, pumping stations, etc.



One of the principles of the CEN - the mandatory use of ISO as the basis for the development of Euronorm or supplement the results that have been achieved in the IDF. Selection of priority must be justified by economic necessity dictated by the extent of the future standard for the development of mutually beneficial relationships, inability to use, or other international standard for this, the proposal of the participating countries SEP or recommendations of the EU and EFTA countries.

The supreme body of SEN - General Assembly, which are the national standards bodies, governments of member countries, the EU and EFTA countries, as well as associates.

The General Assembly elects the Governing Body that performs the following functions:

- The establishment of rules and methods of using the national standards of the participating countries and international standards in the development of European standards;

- Determination of the possibility of direct use of the national or international regulatory instrument as a European standard and the monitoring of its compliance;

- Coordination of national standardization in the region.

Standardization policies determined by the board of directors of national organizations and approved by the General Assembly. Technical standardization work done by technical committees coordinated by the Technical Office.

Technical committees are working in the following areas:

- Construction and civil engineering;

- Mechanical engineering;

- Public health;

- Health and safety in the workplace;

- Heating, cooling and ventilation;

- Transport and packaging;

- Information technology.

The objectives of the program support (program committees) - accelerating the development of European standards by analyzing the existing international or national standards and progressive collection of such information, which quickly and effectively be used in SEN.

PACs are a program of standardization, taking the standards of ISO and IEC as European standards and documents for harmonization; developing European standards or expect to receive the results in the ISO and IEC. With these organizations, constant communication, and accepting European standards, the committee reported its findings to the ISO and the IEC.

Technical committees are also based in the work of the international standards, maintain contacts with regional organizations that take into account the results of other technical committees that deal with related issues. After the task assigned to the Committee, is made, it can be either, disbanded the Technical Bureau, or retains formal responsibility for the revision of the standard.

The procedure for adopting the standard includes the approval of the draft by the technical committee, newsletter of the project technical bureau member countries represented by CEN national standards for voting on time. Emission class (European standard) is considered to be accepted if filed against the project of no more than 20% of the vote. Accepted standard is introduced into the national standardization of all member countries, including voting against. Next, the Administrative Board shall consider the degree of importance of this standard for the EU member states. In the case of a positive decision on the binding on the member states of the EU.

Adopted by the European CEN standard is published in two versions: as emission class and as a national standard in the Member States SEN. In a second embodiment, the standard may include an application in the form of recommendations and clarifications to facilitate its understanding and application.

In addition to the development of standards for products, services, processes, SEP is standardizing systems, quality assurance, test methods and accreditation of testing laboratories. In this direction, created and approved by European standards - emission class series 29000 (EN 29000), which are essentially the adoption of international standards of ISO 9000 "by the cover." The range of these regulations include five European standards:

EN 29000 "Quality management and quality assurance standards, guidelines for the selection and application"

EN 29001 "Quality Systems. Model for quality assurance in design and (or) the design, manufacture, installation and service "

EN 29002 "Quality System Model for quality assurance in production and installation"

EN 29003 "Quality Systems. Model for quality assurance in final inspection and test "

EN 29004 "Quality management and quality system elements. Guidelines ".

In the field of testing, certification and accreditation adopted a set of regulations of the seven basic European standards Euro-45000 series standards (EN 45000)

EN 45001 "General criteria for the operation of testing laboratories"

EN 45002 "General criteria for assessment (certification) testing laboratories"

EN 45003 "General criteria for laboratory accreditation bodies";

EN 450011 "General criteria for certification bodies conducting the certification of production";

EN 450012 "General criteria for certification bodies responsible for the certification of quality systems"

EN 450013 "General criteria for certification bodies engaged in certification of personnel"

EN 450014 "General criteria for supplier's declaration of conformity of the product standard."

These standards are developed in cooperation with CEN European Committee for Electrotechnical Standardization (CENELEC).

Modern problems related to the preparation of CEN standards relevant to the emerging needs of the market, and their timely publication; backlog of adoption of the standard edition of the European Directives; accelerate the timing of the adoption of standards, the number of which from year to year, lagging behind the number of projects.
