The struggle against smuggling and violation of Customs regulations has always been closely connected with the political and economic situation in our country.
A common reason for violation ofcustoms regulations has always been and still is foreign currency; an enormous quantity of it continues to be exported from Russia, both legally and illegally. From an analysis ofcurrency offences it is concluded that there are definite categories of people who commit these offences.

To the first category belong those who do so out of ignorance of Customs legislation: for them Customs regulations and their liability to them is something that is abstract and has nothing to do with them

The second category of foreign currency smugglers are those who are leaving for countries withunstable political situation and a high crime rate. Fear of revealing the amount of their savings and of being robbed leads to the failure to declare their money to Customs.

The third category consists ofpeople who deliberately provide false information about the money they are carrying. As a rule, they do this with the aims of not providing information about the cash they are exporting and of concealing their personal finances from the tax authorities.

The most effective way to fight these offences will be to bring the Customs legislation into good order, particularly in the section concerning Customs declaration

6.(Customs inspection) is the act of closely looking at goods being imported or exported, in order to check that the goods are as described in the Customs declaration and to determine the amount of duty to be paid.

 

 

Like in most countries all formalities through which an incoming/outgoing passenger must pass in Russia, include passport and visa control, health control and customs inspection ofthe passenger’s baggage.

When the passenger enters or leaves the country he must fill in an entry/exit declaration which he must present then toa customs officer. All the points of the declaration should be answered in full words and in block letters.

The passenger is to fill in his name, citizenship, country of residence, permanent address and purpose of his visit. He also should declare all dutiable articles and currency he is having.

Money not declared and therefore concealed fromthe customs control is liable to confiscation as smuggling.

The customs officer may ask the passenger to open, unpack and repack his belongings for inspection. And the owner of the luggage is obliged to answer all the questions on the contents of his luggage and present any article for customs examination.
