Globalization in Kazakhstan (negative factors and benefits)

Globalization provides great opportunities for steady economic growth. To take advantage of them, conditions that favour a modern economy such as production infrastructure and investment in education and science need to be created. Globalization can, however, also threaten stable economic development particularly in small countries with a narrow economic base such as Kazakhstan.

Countries in regional groupings, such as the EU, the NAFTA and the ASEAN, appear to have benefited the most from globalization. Countries like Kazakhstan, however, have had to face increased competition without the capital and technology to do so adequately. At the same time, globalization has positive effects that can be seen through trade. Imports create additional competition but increase the variety of goods available in domestic markets to the benefit of consumers, while producers gain from increased export demand. Trade facilitates restructuring by stimulating the redistribution of resources within a country. It also stimulates the relocation of some productive activities from industrialized to developing countries, which together with the progress in ICT that has led to a sharp increase in trade in services, creates additional opportunities for them.

Countries that have completed the process of modernization most successfully can hope to meet the challenges of globalization, although this is no longer enough. The new era requires taking every opportunity to break into the postindustrial, information society, which means investing in human capital, the main source of innovation. Globalization is an objective process. It is hardly possible to turn back the globalization wheel. The question is how to manage it so that as many people as possible can benefit.

40.The law the Republic of Kazakhstan “On combating terrorism”

The law the Republic of Kazakhstan “On combating terrorism” was issued in June 30, 1999. The law defines the legal and institutional framework for combating terrorism in the Republic of Kazakhstan. The Law "On Combating Terrorism" states that the RK persecuted in their territory at the request of the competent authorities of other states persons involved in terrorist activities, irrespective of where they committed terrorist acts. The authorities of the Republic of Kazakhstan with foreign authorities and international law enforcement organizations in accordance with national legislation and international agreements, conduct operational search measures on the territory of Kazakhstan.

Terrorism – is the contrary criminal punishable offense, if committed in order to undermine state security, and facilitate the adoption of public authorities to take decisions and to achieve other goals through terror: threat of destruction (damage) of the strategic and vital installations and communication of the state, the system of life-support, property, the attack on the representative of a foreign state or an employee of an international organization enjoying international protection, , violence against individuals, the taking of a person as a hostage; other acts covered by the term "terrorist" under the Criminal Code of RK.



 

41. Basic principles in the fight against terrorism in the Republic of Kazakhstan are:

1. Priority of protecting life and health, the rights of persons exposed to danger as a result of terrorist acts; 2. Rule of law; 3. Priority prevention of terrorism; 4. Inevitable punishment for terrorist activity; 5. Complex use, preventive, legal, political, socio-economic, promotional measures; 6. Single authority in the operational manual of forces and resources in conducting the antiterrorist operation.

 

43. The purpose of the legal regulation of combat against terrorism in Kazakhstan is:

1. Prevent, detect, disrupt terrorist activities and the elimination of its consequences,

2. Protection of the individual, society and state from terrorism;

3. Identify and address the causes and conditions conducive to terrorist activities.

The subjects of security from terrorist attacks are: The State carries out its responsibilities in this area through the legislative, executive and judicial branches of government.

Types of the terrorist activities:

1. Dissemination of terrorist ideology, organization, planning, preparing and committing terrorist actions; 2. The Inciting to conduct terrorist actions, calls for violence for terrorist purposes; 3. Organization of illegal paramilitary groups or criminal organizations with the aim of committing terrorist actions, as well as participation in them; 4. A Recruitment, arming or use of terrorists in terrorist acts, as well as training their terrorist skills; 5. The Financing of terrorist organizations or terrorists; 6. Support in preparing and committing terrorist acts; National Security ensures security of public officials, citizens and organizations of RK, outside the territory of the republic.
