If you blame someone for something, you think that they are responsible for the problem.

 

eg. Most people blame the other driver in a traffic accident.

 

Q: Who would you blame if your English wasn’t improving ?

A: I'd blame my teacher if my English wasn’t improving.

 

Q: Have you ever got the blame for something ?

A: Yes, I have./Yes, I have got the blame for something.

 

Q: Had you done anything to deserve it ?
