Areas of cooperation

 Risk Management: Standards unification. Governments should utilize existing international standards and work through consensus bodies to develop and strengthen international standards for cybersecurity.

 Incident Management:Government should fully establish integrated watch center and begin evaluation and process for growing nations’ cooperation. Participants should report lessons learned from collaborative exercises as soon as possible and undertake improvement measures on a timely basis.

 Information Sharing and Privacy:Governments should clearly articulate information needs and how to promote more effective information‐sharing to address those needs; information‐sharing for cybersecurity purposes should be transparent and should comply with fair information practice principles; governments should consider how they can share more classified and sensitive information.

 Supply Chain Security: Governments should expand its participation in the international system that develops supply chain security standards and work to identify and disseminate them. Governments should then leverage these standards when it acquires technology and take steps to ensure it does not acquire counterfeit technology products.

 Innovation and Research and Development:The intergovernmental partnership should be used in a distant future to create a genuine International Cybersecurity Research and Development Plan with prioritized, national‐level objectives and a detailed road map that specifies the respective roles of each partner. The plan and its implementation road map should be regularly reviewed by the partners and adjusted as necessary.

 

Structure of UNITITS

 

Board of Representatives is a supreme temporary body, uniting twice a year during regular sessions. Its primary functions are:

- Organization’s policies building;

- Voting on crucial policy questions;

- Secretary-General appointment;

- Budget formation.

Secretariat is a permanent body that is responsible for:

- Allocation of financing;

- Managerial work.

Operational center is a think-tank that performs brainstorming and the use of logical reasoning:

- Cybercrimes investigation;

- Information sharing and privacy;

- Logical reasoning sector;

- Transmission of information to the national law enforcement agencies and field services.

 

Financing

 

UNITITS budget comprises regular annual contributions, which are equal for all member states in pursuit of mutual parity. The amount of annual contributions is being agreed on and voted upon on the regular sessions of Board of Representatives. Transparency is proclaimed a paramount goal.

 

Membership

 

UNITITS enunciates the principle of openness and welcomes entry of new states – members of the UN. Every member state delegates its spokesman to the Board of Representatives and is obliged to follow principles of the organization and to provide annual contributions and in time.



 

The reference language chosen, due to the irreversible processes of globalization and worldwide extension, is English.
