The Constitution of RF

The Constitution of the Russian Federation - is the fundamental law of government and establishes the basis of the constitutional order, government, education representative, executive, judicial authorities and the system of local self-government, human rights and freedoms and civil rights

The Russian Constitution has entrenched world standards for human rights and basic principles of democratic state-building such as ideological neutrality of the state, political pluralism, competitive elections and separation of powers. The constitution establishes a super-presidential system, resembling the French system but with stronger executive power due to the increased independence of the president in comparison to the French model

The current Constitution of the Russian Federation was adopted by national referendum on 12 December 1993. Russia's constitution came into force on 25 December 1993, at the moment of its official publication.

 

3. Federal Constitutional Law on the Government of the Russian Federation

Federal Constitutional Law on the Government of the Russian Federation is a legislative act adopted in order to implement related provisions of the Russian Federation Constitution. 
The Law contains rules and procedures of activities of the Government of the Russian Federation - the highest executive body of the Russian Federation and consists of the following 10 Articles: 
1.General Regulations; 
2.The structure of the Russian Federation Government and the due order it should be formed; 
3. The power of the Russian Federation Government; 
4.Activities of the Russian Federation Government; 
5.Relations of the Russian Federation Government with the President of the Russian Federation; 
6.Relations of the Government of the Russian Federation with the Parliament of the Russian Federation; 
7.Relations of the Government of the Russian Federation with the judicial power bodies; 
8.Relations of the Government of the Russian Federation with the state power bodies of the constituent components of the Russian Federation; 
9.Supporting of activities of the Government of the Russian Federation; 
10. Final regulations. 
Federal Constitutional Law On the Government of the Russian Federation, defines basic principles (superiority of the Constitution of the Russian Federation, freedom, responsibility, and others), under which the Government is operating, determines the structure of the Russian Government (the Prime Minister, deputy Prime Ministers, Federal Ministers), the due order it should be formed and the powers of the Government of the Russian Federation among which are: 
-caring out the internal and foreign policy of the Russian Federation; 
-regulating social-economic sphere; 
-maintaining the unified system of the executive power in Russia and controling the activities of Government authorities; 
-elaborating and implementing federal programs; 
-initiating legisltation. 
The Law states that major acts of the Russian Federation Government are Orders and Resolutions. 
Relations between the Government and the President of the Russian Federation, Parliament of the Russian Federation, judiciary, and state power bodies of Russian Federation's constituent components are determined by the Law. 
Issues of daily government activity(sources of expenditures, order and conditions of creating the stuff of the Government of the Russian Federation, and others)are regulated by this Law. 
Final regulations provide for the entering of the Law and corresponding legislation into force.



 

Federal laws.

Federal statute - the federal legislation of the Russian Federation adopted in accordance with the Constitution of the Russian Federation on issues under the jurisdiction of the Russian Federation and joint jurisdiction of the Russian Federation and its subjects.

The statutes which convern : federal budget, federal taxes and levies; financial, monetary, credit regulations and money emission; ratification and denunciation of international treaties; the status and protection of the state border of RF
