WELCOME NOTE

Welcome to the 3rd International Workshop “Critical Infrastructure Safety & Security” (CrISS 2013)!

The CrISS Workshop evolved from the conference Dependable Systems, Services & Technologies DESSERT 2006-2012, www.stc-dessert.com/conf2013. It will approach holistically the issue of infrastructure and IT-system safety, security and resilience analysis and assurance. This subject for the 3rd CrISS-DESSERT Workshop was chosen in order to address:

· interaction and interdependencies of sets of systems (information, telecommunication, power grid, transport) and the ensuing challenges in providing infrastructure safety;

· roles of IT(SW, HW, FPGA)-based systems becoming a mandatory part of each system and the linkage between infrastructures. Thus turning distinct infrastructures in a complex system of critical importance; IT systems are used to ensure safety and, on the other hand, introduce vulnerabilities;

· interdisciplinary research in studying failures in critical systems that are caused, as a rule, by a number of reasons;

· resource-effective and green IT-based approaches to safe and sustainable development.

The CrISS Workshop will examine policies, regulation, analysis, modelling, development, integration, verification, diagnostics and maintenance of complex computer and communications systems and infrastructures for safety-, mission-, and business-critical applications.

Main topics which will be presented and discussed:

· Policies for providing safety and security of critical infrastructures;

· Methodological and mathematical aspects of safety engineering;

· Formal methods for critical IT-infrastructures and systems development and verification;

· Vulnerability analysis and intrusion-tolerant systems;

· Evolving infrastructures and self*-systems;

· High availability and resilience systems and infrastructures;

· Dependability and resilience of web-, grid- and Cloud computing-based IT-infrastructures;

· Safety of human-machine interfaces and systems;

· Reliability, safety, security of FPGA and SW-based embedded I&C systems;

· Testing infrastructures for complex electronic components and systems;

· ICT-infrastructures for monitoring of ecosystems;

· Dependability and security of interbanking systems;

· Security of payment systems (including plastic card security);

· Dependability and security remote banking services;

· Safety- and Assurance-Case methodologies, techniques and tools;

· Smart grid safety and security;



· Green ITs and energy critical systems;

· Educational aspects in areas of infrastructure and system safety and security, green computing and communication.

Conference schedule and list of reports are presented.

We expect three days full of exciting presentations and fruitful meetings and discussions and we hope participants of the CrISS can use this opportunity to network with your colleagues in this interesting, important and complex field. There were more than 120 paper submissions from 13 countries: Belarus, Czech Republic, Estonia, Germany, Greece, Iraq, Italy, Moldova, Russian Federation, Slovak Republic, Ukraine, United Kingdom, and United States. We would like to welcome participants from Cameroon, Nigeria and Poland. 85 papers were accepted for presentation at the workshop and 67 papers were accepted for publication in journal Radioelectronic and Computer Systems (Ukraine, ISSN 1814-4225) as well.

We are planning to accept some papers to recommend for postpublication after the WS in the following editions:

· Information & Security: An International Journal (Bulgaria, ISSN 0861-5160, e-ISSN 1314-2119) http://infosec.procon.bg;

· Journal of Information, Control and Management Systems, (Slovakia, ISSN 1336-1716) http://kifri.fri.uniza.sk/ojs;

· Reliability: Theory & Applications(USA, ISSN 1932-2321) http://gnedenko-forum.org/Journal.

We would like to thank authors and especially to plenary speakers from different countries. We would like to thank the Steering, Program and Organizing Committees members for their painstaking work.

The CrISS Workshop will be organized with a special support of FP7 KhAI-ERA project (http://khai-era.khai.edu) aimed on strengthening of KhAI research capacities in dependable embedded systems area that is one of the important Workshop topics. We thank our project partners from Tallinn University of Technology (CEBE Centre and Department of Computer Engineering) for active cooperation in organization and holding of this event.

Besides, it’s necessary to thank DrS Georgiy Kuchuk, Oleg Illiashenko, and all colleagues who were preparing the CrISS materials regardless of time.
