Ladies and Gentlemen,

Dear Conference Participants,

 

Allow me to extend my gratitude to the organisers of the ATC Global Conference for giving me the opportunity to speak at this session called “Russia – Global ATM Interoperability”

 

In my speech, I am going to describe the process of Russian air navigation system harmonization with regional ATM systems and its integration into the global air navigation system.

 

Now, a few words about the State ATM Corporation.

(Slide 2)

The State ATM Corporation is an air navigation service provider of the Russian Federation. Its area of responsibility is 26 (twenty six) million square kilometers over the sovereign territory and the high seas.

At present, 39 (thirty nine) Area Control Centres and 265 (two hundred sixty five) Towers provide air traffic services over the territory of the Russian Federation. The total number of operational ATC officers exceeds 7 500 (seven thousand five hundred).

The total length of ATS routes is 700 000 km (seven hundred thousandkilometers) of which 530 000 km (five hundred and thirty thousand kilometers) are international routes.

The 2014 (two thousand fourteen) figures showed an increase of 3%
(three percent) in air traffic compared to 2013 (two thousand thirteen).

It should be noted, that full radar coverage is provided over the territory of inland Russia. This Slide demonstrates the boundaries of Russian airspace and radar coverage area.

The classification of Russian ATS transit route system, approved by the International Civil Aviation Organization in 1999(nineteen ninety-nine),is based ongeographicalprinciple:

- Cross-Polar routes are used for flights from North America to Middle East, Asia and Southeast Asia;

- Trans-Siberian routes connect Europe and Southeast Asia;

- Trans-Asian route system is a link between Europe and Asia;

- with Asian routes connecting Europe and Middle East States;

- Trans-Eastern routes, which connect North America and Southeast Asia;

- and finally Trans-Polar and Kaliningrad routes.

In terms of transit flights from Europe and North America to Southeast Asia, India, Middle East, Russia plays an important role due to its geographical position.

Statistics show that in 2015 (two thousand fifteen) a number of ATS routes demonstrate a double-figure growth in air traffic volumes, which proves that Russian airspace retains its attractiveness for users despite the challenging global economic situation.

The State ATM Corporation closely collaborates with its counterparts from neighbouring countries on airspace management issues and performs continuous activities to establish new entry/exit points on the borders with the adjacent States. At present, there are 181 (one hundred eighty one) entry/exit points with 19 (nineteen) States. I believe the figure speaks for itself.



A change in the number of entry/exit points in 2015 (two thousand fifteen) as compared to 2007 (two thousand seven) is a clear illustration of State ATM Corporation’s major efforts aimed at satisfying users’ requirements and enhancing flight safety to ensure efficient interoperability with adjacent ATM systems. The Slide gives some vivid examples of increase in the number of entry/exit points.

Now, a few words about Cross-Polar ATS routes.

Cross-Polar routes became operational on 1 February 2001 (the first of February two thousand and one). The first stage envisaged an implementation of four Cross-Polar routes intended for flight operations.

Later on, in view of stable air traffic growth additional routes were implemented. Thus, in 2015 (two thousand fifteen) there are 16 (sixteen) Cross-Polar routes.

This Slide depicts an increasing user demand for Cross-Polar routes to operate flights in oceanic sectors and save fuel and flight time without compromising flight safety.

The major objective of the ongoing Federal Target Programme “Modernization of the Joint ATM System of the Russian Federation” is to enable integration of Russia into European air navigation system, based on ICAO CNS/ATM technologies, procedures and practices. The scope and significance of the Programme put it on a par with similar programmes such as the European SESAR, the US NextGen, the Brazilian SIRIUS and the Japanese CARATS.

The main objectives of the Programme are:

ACC consolidation, enhancement of air traffic services in terminal and en-route airspace, aeronautical telecommunications and datalinks upgrade, airspace management implementation, deployment of joint civil-military ATC systems.

The Programme envisages, apart from ACC consolidation, a large-scale upgrade of technical aids and equipment.

Complete implementation of the Programme will ensure compatibility of Russian air navigation system with ATM systems of adjacent states.

In line with the worldwide trend, work is underway on ATC centres consolidation to ensure airspace optimization and efficient use of resources. The Programme of ATC centres consolidation was approved by the Government of the Russian Federation.

In 2005 (two thousand and five), there were 112 (one hundred and twelve) ATC centres, by 2015 (two thousand fifteen) their number is reduced to 39 (thirty nine), and by 2020 (two thousand twenty) 12 (twelve) consolidated ACCs plus one separate centre are to be established.

As shown on the Slide,five consolidated ACCs have been established since the launch of the abovementioned Programme.

Khabarovsk consolidated centre in the Russian Far East and Kaliningrad consolidated centre in the west of Russia became operational in 2011 (two thousand eleven).

Magadan and Samara consolidated centres were put into operation in 2013 (two thousand thirteen).

Irkutsk consolidated centre was commissioned in 2014 (two thousand fourteen).

It should be noted, that the establishment of consolidated ACCs is accompanied by wide-scale technical modernization and implementation of Russian-manufactured automated ATC systems to ensure flight safety and capacity enhancement, and optimization of operating costs.

Thus, over the past few years, much work has been done to establish consolidated centres. In 2016-2017 (two thousand sixteen and two thousand seventeen) the main efforts will be devoted to the consolidation of five more centers. You can see them on the Slide. The completion of the Programme is scheduled for 2020 (two thousand twenty).

In relation to national and regional ATM systems integration, it is necessary to mention the state-of-the-art technologies implementation, in particular advanced surveillance systems and digital communications.

In the Russian Federation the dedicated programme for ADS-B implementation has been developed.

Within the scope of this Programme three pilot projects have been launched:

- «Yamal-ADS»; ADS-B 1090 (ten-ninety) extended squitter network and VDL-4 deployment on Yamal Peninsula (in Far North of Russia);

- «Moscow-MA», deployment of ADS-B 1090 (ten-ninety) extended squitter network and VDL-4 in Moscow area;

- «Baltic-ADS», establishment of a seamless ADS-B 1090 (ten-ninety) extended squitter and VDL-4 route: Moscow – St. Petersburg – Stockholm

(Slide 13)

 

68 (sixty eight) stations were deployed in Russia between 2009 (two thousand and nine) and 2015 (two thousand fifteen), 24 (twenty four) additional stations are to be commissioned by the end of this year.

To sum it up, in 2015 (two thousand fifteen), there will be over 90 (ninety) ADS-B stations deployed.

 

In particular, ADS-B 1090 (ten-ninety) extended squitter equipment will be deployed in:

- Rostov consolidated ACC with eight stations,

- Sankt-Petersburg consolidated ACC with eight stations,

- and Moscow automated ACC centre with nine stations installed.

 

Besides, there are 24 (twenty four) stations in the Far East region, and the deployment of ADS-B stations in Baikal region is scheduled for 2016 (two thousand sixteen).

Within the framework of GLONASS Target Programme, 78 (seventy eight) aerodromes have been equipped with local augmentation stations, with five aerodromes equipped in 2014 (two thousand fourteen).

Four regional monitoring centres have been deployed.

Ground based augmentation systems are scheduled for implementation at 20 (twenty) aerodromes, five additional regional monitoring centres are to be deployed in 2015 (two thousand fifteen).

Work is underway to implementdigital technologies, which enable interaction between the State ATM Corporation’s ATS centres and adjacent centres.

To this end, communication channels and On-line Data Interchange are implemented in the west of Russia between Kaliningrad ACC and Warsaw ACC, and Kaliningrad ACC and Vilnius ACC.

Communication between adjacent oceanic sectors of Reykjavik (in Iceland) and Murmansk (in Russia) is provided via ATS Interfacility Data Communications and AFTN network.

Implementation of voiceless communication over AIDC protocol and information exchange via satellite network between Magadan ACC and Anchorage ACC as well as Khabarovsk ACC and Sapporo ACC is scheduled for 2018

On this Slide, you can see the architecture of communication channels between area control centres of the Russian Far East and Anchorage ACC
(in the US).

 

(Slide 17)

One of the most important event in terms of air navigation service provision and fulfillment of airspace users’ requirements is the Reduced Vertical Separation Minimum implementation in the Eastern part of the ICAO European Region on 17 November 2011 (the seventeenth of November two thousand eleven). This event was preceded by a significant amount of work on implementation of relevant plans, hardware and software upgrading, personnel training, elaboration of a whole range of issues in cooperation with other States of the Region.

RVSM implementation ensured significant increase in capacity, reduction in departure delays, up to 5% (five percent) fuel saving depending on route length and aircraft type, decrease in the number of potential situations requiring flight level change.

Dear Colleagues!

In my speech within given timeframes, I have brought some explicit examples of how the State ATM Corporation deals with the issue of providing interoperability between Russian air navigation system and regional ATM systems.

In conclusion, I would like to congratulate all the participants on the 25th (twenty fifth) anniversary of ATC Global and wish fruitful and successful work.
